[Asia Economy Reporter Lee Gwan-ju] Kim Chang-ryong, Commissioner of the National Police Agency, emphasized the importance of proactive and preventive police activities and international security cooperation amid the global COVID-19 pandemic at an international conference hosted by the Netherlands Police Agency.
The National Police Agency announced on the 23rd that it participated in the "14th Pearls in Policing Online International Conference" held from the 21st to 22nd (local time). Pearls in Policing is a think tank operated by the Netherlands Police, headquartered in The Hague, and since 2007, it has been an annual international conference attended by top police officials worldwide to share solidarity among global law enforcement agencies and future security visions.
This year's conference was attended by senior police officials from 18 countries including South Korea, Norway, the Netherlands, Denmark, Romania, Rwanda, the United States, Brazil, Belgium, Singapore, Switzerland, the United Kingdom, Japan, France, Colombia, Canada, Australia, Hong Kong, and two international organizations (INTERPOL and Europol), who actively shared cases and opinions from their respective agencies.
The conference took place under the framework of strengthening Korea-Netherlands security cooperation, following the attendance of the Netherlands Police Deputy Commissioner at the 2019 Seoul International Police Chiefs Conference hosted by the Korean National Police Agency. Hank van Essen, Commissioner of the Netherlands Police Agency, personally invited Commissioner Kim to participate, marking the first time the Korean National Police Agency attended Pearls in Policing.
On the second day of the conference, Commissioner Kim held one-on-one discussions with Nicoletta Della Valle, Commissioner of the Swiss Police, Felix Namuhoranye, Deputy Commissioner of the Rwanda Police, and Jean-Philippe Lecouffe, Deputy Executive Director of Europol, exchanging views on police challenges in responding to the changed security environment in the post-COVID era and international cooperation measures to address these challenges.
Commissioner Kim particularly pointed out the rapid changes in crime patterns due to the complexity and uncertainty of the hyper-connected society brought about by the COVID-19 pandemic, emphasizing "proactive and preventive" police activities that identify and solve root causes to cope with these changes. He also highlighted the importance of international security cooperation based on his recent overseas trip to Uzbekistan and engaged in in-depth discussions on expanding global security governance, including sharing excellent security systems.
Additionally, on the first day of the conference, Deputy Commissioner Song Min-heon of the National Police Agency, along with nine participants including J?rgen Stock, Secretary-General of INTERPOL, discussed various national cases and future development directions under the theme "Designing Police Organizations for Flexibility and Agility." At this session, Deputy Commissioner Song emphasized ▲ building integrated security governance ▲ strengthening the capabilities and authority of field police officers ▲ harmonizing democracy and diversity within organizations ▲ and incorporating advanced science and technology, gaining broad support.
Lizette Herze, Secretary-General of the Pearls in Policing Secretariat (Director of the Foreign Affairs Department of the Netherlands Police Agency), who hosted the conference, said, "The Pearls in Policing conference provides a rare opportunity for global police chiefs, who seldom gather in one place, to meet and exchange candid opinions on the future direction of security," adding, "We warmly welcome the participation of the Korean National Police Agency's leadership in this conference and believe it will serve as a catalyst for further development of Korea-Netherlands security cooperation."
