Gyeonggi-do Establishes 'Imjingang River Basin Flood Countermeasures' in Preparation for the Monsoon Season

[Asia Economy Reporter Ra Young-cheol] Ahead of the flood season characterized by frequent monsoons and heavy rains, Gyeonggi Province has established a 'civil-government-military joint cooperation system' to prepare for flood situations in the Imjin River basin.
On the 18th, the province announced, "We have signed a 'Mutual Cooperation Agreement to Strengthen Water Disaster Safety in the Imjin River Basin' with Paju City, Yeoncheon County, the National Intelligence Service, the 6th Corps, and the Korea Water Resources Corporation."
Accordingly, the province and related organizations have decided to pursue four mutual cooperation tasks to minimize flood damage in the middle and lower reaches of the Imjin River.
They plan to create flood inundation scenarios by type and disaster information maps to establish an emergency management system including resident evacuation plans, designation of evacuation zones and routes, and emergency restoration.
Furthermore, as part of the 'Comprehensive Measures for Wind and Water Disaster Response,' starting this year, they will observe the upstream area of the Gunam Dam using satellite imagery and consider introducing video equipment operable even in severe weather conditions.
Additionally, water level and flow observation facilities will be installed on the main and tributary streams of the Imjin River to monitor hydrological data in unmeasured areas in real time, and the operation system of Gunam Dam and Hantan River Dam will be improved to prepare for floods.
They will also enhance disaster countermeasures and crisis response systems for each organization by improving information-sharing systems among related organizations, establishing hotlines, and revising crisis response manuals.
Moreover, various water disaster prevention measures will be developed and promoted, such as improving the crisis warning system to ensure the safety of the Imjin River embankments and river visitors.
Therefore, a working-level consultative body involving all signatory organizations will be formed to discuss specific cooperation matters for each institution.
Meanwhile, more than two-thirds of the entire Imjin River basin is an unmeasured area, making flood prediction and response difficult, resulting in repeated flood damage every year.

In particular, during the longest monsoon season on record last July and August, a flood warning was issued in the Imjin River basin due to heavy rains, and actual resident evacuations took place. However, Paju City suffered approximately 4.76 billion KRW in damage from 476 cases combining private and public facilities, and Yeoncheon County incurred about 28 billion KRW in damage from 224 cases.
