Development of Art Museums and Expansion of Infrastructure in Buam-dong Area, Jongno-gu
After Lifting the Buam 3-1 Special Planning Zone Left as Vacant Land, Plans to Establish an Art Museum... Efforts to Expand Infrastructure Including New Public Parking Lot on the South Side of Mugaewon and Road Widening
[Asia Economy Reporter Jongil Park] Jongno-gu (Mayor Kim Young-jong) announced that following the completion of the ‘Buam-dong District Unit Plan’ revision service on the 3rd and the official notification of the urban management plan (Buam-dong District Unit Plan Area and Plan) decision (change) for the 192,755.6㎡ area around Buam-dong, it will embark on a large-scale environmental improvement and infrastructure expansion.
Buam-dong, renowned for its scenic beauty embracing the Hanyang Fortress at the foot of Inwangsan Mountain, has been managed under the district unit plan since it was removed from the development restriction zone in 2004.
This area holds great historical significance, featuring beautiful natural surroundings along with cultural assets such as Changui Gate (Treasure No. 1881), Cheonggye-dongcheon Engraved Rock, the site of Mugaejeongsa Temple, the residence site of Prince Anpyeong (Lee Yong), and the residence site of Hyun Jin-geon.
Through this urban management plan decision notification, Buam-dong is expected to take a step forward as a key area for the ‘Jamunbak Creative Arts Village’ development project. In particular, the decision to establish cultural facilities in the Buam 3-1 Special Planning Zone, which had been left as vacant land, has been made, and Jongno-gu plans to accelerate the construction of an art museum (exhibition hall) in collaboration with the private sector.
Moreover, the district office will also strive to expand the insufficient infrastructure in the Buam-dong area. Considering the continuous complaints from residents due to a lack of parking spaces, construction will be carried out to add a ‘public parking lot’ on the south side of Mugaewon along with a ‘Hanok cultural facility’ to improve residents’ quality of life.
To alleviate inconveniences for pedestrians and vehicle traffic, the sidewalk width will be secured through building setback lines on both sides of Changui Gate Road. Additionally, the width of the entrance and exit road of Changui Gate Road 11-gil will be expanded from the existing 4m to 6m to allow vehicle passing.
Furthermore, this revision includes the Baekak Village area, part of the ‘Seonggwak Village Residential Environment Improvement Project Area’ decided in 2017, within the district unit plan area for management.
As a result, the plan aims to resolve residents’ inconveniences caused by restrictions on neighborhood living facilities and to protect the residential environment by reviewing the approval of certain neighborhood living facility uses through the district urban and architectural joint committee deliberation.

Mayor Kim Young-jong stated, “We will promote the revision by actively utilizing the excellent historical and cultural assets of the Buam-dong area based on resident participation and communication,” adding, “We will also continue efforts to revitalize the Jamunbak Creative Arts Village.”
