Yeongdeungpo-gu, Highest Grade for Three Consecutive Years in the 7th Term Elected Mayor's Pledge Implementation Evaluation
2021 National Basic Local Government Heads Pledge Fulfillment and Information Disclosure Evaluation Awarded Highest Grade (SA) for 3 Consecutive Years... Pledge Fulfillment Rate at 85%, Exceeding National and Seoul Averages
[Asia Economy Reporter Jong-il Park] Yeongdeungpo-gu (District Mayor Chae Hyun-il) received the highest grade (SA) for three consecutive years during the 7th term of the elected mayor in the ‘2021 National Basic Local Government Heads Pledge Implementation and Information Disclosure Evaluation’ conducted by the Korea Manifesto Practice Headquarters.
This evaluation, conducted on 226 basic local governments nationwide, was carried out by the Manifesto Evaluation Team based on the pledge implementation data disclosed on each local government’s website.
The five major indicators evaluated were ▲Pledge Implementation Completion (50 points) ▲Achievement of 2020 Goals (50 points) ▲Resident Communication (100 points) ▲Web Communication (Pass/Fail) ▲Pledge Consistency (Pass/Fail).
The evaluation results were announced in five grades from the highest grade (SA) to A through D for total scores of 70 points or higher. Yeongdeungpo-gu achieved a pledge implementation completion rate of 85%, earning the highest grade (SA).
This figure far exceeds the national average of 54.12% and the Seoul metropolitan district average of 69.98%.
With this highest grade award, the district earned the honor of receiving the top grade for three consecutive years. Among the 25 autonomous districts in Seoul, it ranked within the top ten, demonstrating the sincerity of its pledge implementation.
Despite the prolonged COVID-19 pandemic, the district received excellent evaluations in the resident communication category as a result of continuous efforts to communicate with residents through online town hall meetings and the operation of the Yeongdeungpo Newspaper Box.
The 7th term elected pledge projects consist of a total of 62 pledge projects under the vision of ‘Together with Residents! A Better Future, Open Yeongdeungpo.’ As of the end of last year, the district successfully promoted pledge projects such as ▲Developing the Yeongdeungpo Samgakji area into a regionally specialized street ▲Creating a green space circulation from the Han River to Anyangcheon and Dorimcheon ▲Improving the pedestrian environment on the open Yeongjung-ro ▲Strengthening child pedestrian safety around schools ▲Establishing a smart medical special zone ▲Issuing Yeongdeungpo local currency (Yeongdeungpo Love Gift Certificates) ▲Expanding public parking lots to resolve parking difficulties in alleyways.
After completing these projects, the district has continued and expanded them without interruption, making efforts to fulfill its promises to residents.
Moreover, in the second half of this year, the Creative Arts Education Center and the Workers’ Comprehensive Support Center are scheduled to open. Projects currently underway, such as ▲Demolition of Yeongdeungpo Overpass and creation of a symbolic space ▲Construction of the Singil-dong Specialized Library, will also be actively promoted.

Chae Hyun-il, Mayor of Yeongdeungpo-gu, stated, “This evaluation result was possible because we communicated and worked together with residents in various ways despite the difficult situation caused by COVID-19. During the remaining term, I will do my best to carry out policies that gain residents’ empathy by focusing on grassroots administration closely connected to people’s livelihoods.”
