[Asia Economy Yeongnam Reporting Headquarters Reporter Choi Soon-kyung] Jinju City, Gyeongnam Province, announced on the 14th that it has established and will actively implement the '2021 Regulatory Innovation Promotion Plan' aimed at revitalizing the local economy and supporting the stabilization of people's livelihoods through regulatory innovation.
Jinju City has set the directions for regulatory innovation in 2021 as ▲ promoting regulatory improvements that lead tangible changes in the region ▲ establishing a foundation for regulatory innovation ▲ solidifying regulatory innovation achievements, and will carry out various projects to overcome the local economic crisis caused by COVID-19 and support the restoration of citizens' daily lives.
The city operates the 'Visiting Regulatory Reporting Center' year-round to actively and promptly identify and resolve unreasonable regulations and difficulties experienced by companies, small business owners, and citizens in economic activities or daily life.
Through the operation of the Regulatory Reporting Center, the city listens to voices from the field regarding regulations that hinder business activities or cause inconvenience to citizens' lives, and promotes various field-oriented regulatory innovations to reflect unreasonable regulations in policies through amendments to related laws and local ordinances.
For regulations and difficulties identified on-site, issues that can be resolved internally by the city are improved through collaboration with relevant departments, while matters requiring consultation with Gyeongnam Province and central government ministries are proposed for institutional improvements at the city level to seek solutions.
The city operates the 'Jinju City Regulatory Reform Reporting Center' on its website at all times, and regulatory suggestions can be made through various channels such as the Office for Government Policy Coordination's Regulatory Reform Sinmungo and the Visiting Regulatory Reporting Center (749-5117). Since 2019, the city has been implementing the 'Regulation Proof Responsibility System' to eliminate unreasonable regulations in local ordinances.
The 'Regulation Proof Responsibility System' is a system where anyone?citizens or companies?can request proof of regulation necessity online or in writing for regulations registered in the city's local ordinances, and the relevant department must prove the necessity of the regulation. If the necessity cannot be proven, the regulation is improved by easing or abolishing the existing regulation through deliberation by the Regulatory Reform Committee.
So far, through the Regulation Proof Responsibility System, the city has achieved regulatory maintenance results including 11 abolitions, 2 relaxations, and 8 non-regulations. Jinju City has opened and operates a 'Regulation Proof Request' window on its website to allow citizens and companies to request proof regarding unreasonable regulations in local ordinances.
