Prioritize Vaccine Export Activation Including US Suspension of Vaccine Raw Material Export Ban
[Asia Economy International Desk Reporter] European countries have proposed that lifting U.S. export restrictions should take priority over waiving intellectual property protections for COVID-19 vaccines.
German Chancellor Angela Merkel reiterated her opposition to waiving COVID-19 vaccine patent protections on the 8th (local time) and urged the export of COVID-19 vaccines produced within the United States, according to foreign media reports.
When asked whether the European Union (EU) is ready to discuss the U.S. proposal to waive COVID-19 vaccine patent protections, Chancellor Merkel stated, "I have made it clear that I do not believe simply providing patent rights is the solution to enable more people to access vaccines." She added, "If patent rights are simply provided without stricter quality control, I believe the risks outweigh the opportunities." She also expressed hope for opening the vaccine market now that more of the U.S. population has been vaccinated.
Chancellor Merkel attended the informal EU member state summit held in Porto, Portugal, via video conference starting on the 7th.
European countries have demanded that the U.S. present detailed proposals regarding the intellectual property waiver. Charles Michel, President of the European Council, said at the meeting, "We are ready to discuss as soon as concrete proposals are put on the table." He expressed skepticism about the idea that waiving intellectual property protections is a "silver bullet" in the short term and encouraged, "Everyone should activate vaccine exports."
French President Emmanuel Macron also expressed skepticism toward the U.S. proposal, stating, "Patents are not the priority." President Macron clearly demanded that the U.S. stop not only the ban on vaccine exports but also on vaccine raw materials exports, diagnosing that these bans are hindering production. He emphasized, "The key to producing vaccines faster for poor and developing countries is to produce more and lift export restrictions."
Italian Prime Minister Mario Draghi shared the same view. Prime Minister Draghi said, "Before freeing vaccines, simpler measures such as the removal of export restrictions by the U.S. and the U.K. should be taken," adding, "Lifting patents does not guarantee vaccine production."
