Activating 'Data-Driven Administration'... Removing Data Silos Across Ministries
[Asia Economy Reporter Lim Cheol-young] Measures will be established to eliminate data silos between central government ministries and local governments and enable joint utilization.
The Ministry of the Interior and Safety announced on the 4th that it held the '3rd Data-Based Administration Activation Committee' via online video conference and discussed the detailed contents of the '2021 Data-Based Administration Activation Implementation Plan.' The Data-Based Administration Activation Implementation Plan is an annual execution plan established by public institutions according to the '1st Basic Plan for Data-Based Administration Activation' established and implemented last March, and it was created for the first time this year.
The 2021 Data-Based Administration Activation Implementation Plan consists of the following: strengthening the foundation for data management and joint utilization, improving public services through data analysis and utilization, and expanding the foundation and capabilities for promoting data-based administration.
First, when data held by administrative and public institutions is registered in the “Joint Utilization Data Registration Management System,” data from each institution can be utilized by other institutions. Joint utilization of administrative data such as security data including the number of 112 and 119 emergency calls, crime occurrences, infrastructure operation status, and licensing information will become possible.
The government plans to analyze the collected data and use it for public service innovation and policy formulation. To support economic recovery after COVID-19, it is expected that analysis tasks such as customized job support and trends in tourist changes will be conducted.
Additionally, a step-by-step support system including online analysis, analysis reference models, and common analysis modules will be established, and a system for collecting and utilizing unstructured data (video, images, text, etc.) will also be prepared.
Data utilization capabilities will be strengthened, and the establishment of a scientific administrative culture will be promoted. Training courses to enhance data capabilities at different levels such as managers and practitioners will be prepared, and consulting to diagnose institutional capabilities and support improvement plans will be promoted. Events such as contests and hackathons to solve social problems together with the public will be held, and institutional capacity will be supported through the Public Big Data Youth Internship.
Meanwhile, at this meeting, the '2021 Data-Based Administration Status Inspection Plan' will be reported. Throughout this year, data joint utilization, data-based public service innovation, and data capability enhancement will be inspected for central ministries and local governments to establish a system that can be reflected in each institution’s policies.

Jung Seon-yong, Director of the Digital Government Bureau, said, “We will actively support inter-agency data joint utilization and capacity building so that citizens can receive convenient and intelligent services through the establishment and steady implementation of the data-based administration implementation plan,” and added, “We will also strive to innovate work methods and foster a data utilization culture so that data-based administration can be established in public institutions as soon as possible.”
