The council was held to identify the current status of students at risk of dropping out in Wando-gun, establish joint support measures for them, and share information on psychological counseling and various programs operated by each institution for cooperation.
The "Public-Private Council for Preventing School Dropout and Supporting Out-of-School Youth" was formed to cooperate with the local community to prevent school dropout and prepare protection and support measures for out-of-school youth. It consists of the Wando Out-of-School Youth Support Center, Wando Healthy Family and Multicultural Family Support Center, Wando County Office, Wando Police Station, local teachers, and professional staff from the Wando Office of Education.
Attendees stated, "Due to the characteristics of the Wando-gun area, there are fewer entrusted institutions for programs supporting at-risk students compared to other regions, resulting in a challenging situation that requires community cooperation."
They especially agreed that early detection of students at risk of dropping out and preventing them from actually dropping out is the most important.

Superintendent Seo Jang-pil said, "I hope this council will serve as a stepping stone to prevent school dropout among students in Wando-gun and provide opportunities for out-of-school youth to grow into healthy members of society through support," and urged, "I ask all members of the local educational community to make efforts in their respective positions so that not a single child is left behind."
