This is because lingerie shop owners, who have been unable to operate for a long time due to the French government's COVID-19 lockdown policies, are protesting.
According to foreign media on the 22nd (local time), lingerie store owners in France have recently been sending women's underwear by mail as a form of protest to the Prime Minister.
In France, flower shops, bookstores, hair salons, and record stores were classified as 'essential' businesses, but lingerie was classified as a 'non-essential' business. An organization called 'Ancien Culotte' started a project to deliver 'underwear protest messages' to the Prime Minister after the authorities classified lingerie sales as non-essential.
Nathalie Paredes, who runs a lingerie store in Lyon, France, is leading this project. Nathalie said, "We recruited about 200 participants," adding, "We wanted to highlight that hundreds of lingerie shops across France are facing a critical situation."

Lingerie shop owners questioned, "Flower shops, bookstores, hair salons, and record stores were classified as essential businesses. So why are lingerie shops considered non-essential? Isn't underwear related to hygiene and protection? Doesn't everyone put on underwear first thing in the morning?"
In a letter sent along with the underwear to the Prime Minister, they wrote, "Lingerie shops are as essential as other stores. Local small businesses contribute to the local economy and invigorate society."
