Haenam-gun Achieves 91.5% Implementation Rate of Promises Made During the 7th Elected Term
Checking Progress on Key Military Government Tasks, Accelerating Goal to Complete Major Projects Within the Year

View original image[Asia Economy Honam Reporting Headquarters Reporter Kim Hyun] Haenam-gun, Jeollanam-do, shows a 91.5% implementation rate of the 7th local government administration’s campaign promises, demonstrating high achievements in fulfilling its commitments to residents.
According to Haenam-gun on the 22nd, with the inauguration of County Governor Myeong Hyeon-gwan, the 7th local government administration established the vision of “Shining Land’s End, Haenam Running Again,” confirming 65 campaign promises across five major strategies, and is doing its best to achieve the goals of these promises by checking and analyzing the progress quarterly.
As of the first quarter of 2021, 46 projects have been completed, and 19 projects are underway, showing a progress rate exceeding 90%, achieving high implementation results.
First, among the five major areas, the field-centered communication administration completed fostering a working public service atmosphere based on the three principles of fairness, justice, and openness, improving integrity, one-stop civil complaint administration, introducing a citizen jury system, and strengthening social media (SNS) marketing.
In the prosperous rural area sector, it includes the nation’s first farmer’s allowance support, implementation of agricultural product supply and demand stabilization measures, expansion of rural convergence industry support, development of an integrated brand for agricultural and marine specialty products, and projects to increase forest income.
For cultural tourism that encourages longer stays, projects such as developing the Haenam Minam Festival, a food festival featuring agricultural and marine products, revitalizing the dinosaur fossil site, and expanding forest healing programs for extended stays have been promoted.
In the vibrant local economy sector, the largest regional gift certificate issuance in Jeollanam-do, youth job creation and activation of the social economy, maintenance of aging water supply networks, and expansion of clean water supply projects have been successfully implemented.
In the customized welfare sector that moves people, projects include the premium development of the Namdo Metropolitan Memorial Park, strengthening support for quality senior jobs, introduction of a 1,000 won fare system for intra-county buses, a 1,000 won safe return taxi for youth, and construction of veterans’ and senior citizens’ halls.
Currently ongoing projects include the opening of the Youth Complex Cultural Center, a small movie theater, and a youth center scheduled for the first half of this year. Other major campaign projects such as the establishment of Haenam-gun local food direct sales stores, the founding of the Haenam Culture and Tourism Foundation, creation of the World Land’s End Park, urban regeneration projects, development of advanced agricultural complexes on reclaimed land, and discovery of inter-Korean exchange cooperation projects are accelerating to achieve their goals early.
Haenam-gun plans to complete all major campaign projects this year, the third year of the 7th local government administration, and will continue to enhance implementation results through ongoing management and exploration of development directions for completed projects.
Governor Myeong Hyeon-gwan stated, “We are accelerating the implementation speed to fulfill all promises made to residents at the launch of the 7th local government administration,” adding, “Since most major projects will be completed this year, we will carry out the projects meticulously so that residents can tangibly feel the achievements of the county administration, striving to make Haenam a trusted, pleasant, and livable place.”

Meanwhile, Haenam-gun has been recognized as the most exemplary local government in fulfilling campaign promises during the 7th local government administration, receiving the highest grade (SA) for two consecutive years from 2019 to 2020 in the evaluation of campaign promise fulfillment and information disclosure conducted by the Korea Manifesto Practice Headquarters.
