View original image[Asia Economy Reporter Lim Cheol-young] Seoul Mayor Oh Se-hoon announced on the 22nd that he will launch the ‘Seoul Vision 2030 Committee’ in early next month to relaunch Seoul as a city with global competitiveness.
Mayor Oh made this statement at his inauguration ceremony held at the Dongdaemun Design Plaza (DDP) video studio ‘Seoul-On’ just fifteen days after taking office, saying, "We will divide into five subcommittees: global competitiveness, safety and security, balanced development, living infrastructure, and fairness and coexistence, to develop feasible agendas and alternatives for Seoul." The committee will include representatives from administrative agencies, policy experts, and civil society, who will establish Seoul’s future vision by subcommittee. Through this, Mayor Oh aims to create a ‘Youth Seoul’ where the younger generation can have hope. ‘Youth Seoul’ refers to a Seoul that leads in preparing policies for the 2030 generation based on coexistence and fairness, where fair opportunities lead to just rewards.
Mayor Oh diagnosed that Seoul had been in a long winter slumber and pointed out difficulties faced by small business owners due to uniform COVID-19 business restrictions, failures in real estate policies, and issues related to youth employment, marriage, and childbirth. He particularly stated, "The government’s failure in real estate policy has plunged all citizens into ‘real estate depression,’" adding, "Homeowners are hit by a tax bomb, while those without homes feel frustrated and deprived as their dream of owning a home becomes distant."
Accordingly, Mayor Oh said he would improve the uniform quarantine rules and increase emergency loans and support for small business owners. He reiterated his commitment to supply quality housing by reexamining urban planning regulations from scratch and developing long-term rental housing and the Shift project. However, he also said that measures to block real estate speculation will be implemented alongside, with a focus on designating land transaction permission zones and intensively investigating market disturbance activities. He will also promote measures for single-person households, which recently took the first step by forming a task force (TF). Mayor Oh plans to organize a special TF for single-person household measures to consolidate policies that were previously pursued separately by departments and prepare comprehensive measures covering cultural and economic support.

Attending the inauguration ceremony were Kim In-ho, Chairperson of the Seoul Metropolitan Council, Cho Hee-yeon, Superintendent of Seoul Metropolitan Office of Education, and Lee Dong-jin, Chairperson of the District Mayors’ Association. The DDP, selected as the venue for the ceremony, is a landmark that Mayor Oh initiated as part of the ‘Design Seoul’ project during his previous term in 2008 but did not see completed due to his mid-term resignation in August 2011 after pushing forward a free school meal referendum. Mayor Oh said, "Over ten years ago, I created the brand ‘Design Seoul’ to elevate the tangible and intangible environments surrounding citizens’ lives to a higher level," adding, "I am deeply moved to hold the inauguration ceremony at DDP, which has now become a world-renowned landmark."
