View original image[Asia Economy Yeongnam Reporting Headquarters Reporter Choi Jae-ho] Gyeongsangbuk-do will conduct license plate seizures of delinquent vehicles in collaboration with 22 cities and counties by dividing the entire province into three zones (East, Southwest, and Northern regions) from the 7th to the 9th for three days to collect overdue automobile taxes.
In this joint collection effort, through active collaboration with the big data department, advanced collection techniques utilizing internet QGIS (Geographic Information System) and Hyean (Big Data Common Platform) have been developed, and a big data-based delinquent vehicle distribution map using the address information of delinquents will be utilized.
QGIS is a Geographic Information System (GIS) application program that provides data viewing, editing, and analysis offered by the government.
The delinquent vehicle distribution map visualizes the distribution status of delinquent vehicles at a glance by converting the delinquent's address coordinates from Hyean (Ministry of the Interior and Safety big data system) into latitude and longitude, uploading them to QGIS, and displaying numerous points on the map.
Gyeongsangbuk-do explained that by creating the delinquent distribution map using QGIS and the Hyean system, it has become easier to identify the living bases of habitual delinquents, enabling efficient and systematic collection activities in terms of time, space, and personnel.
The targets for crackdown are vehicles with more than two overdue automobile tax payments and vehicle-related fines exceeding 300,000 KRW. Gyeongsangbuk-do will focus crackdowns on vehicle-dense areas such as apartments, residential areas, factories, commercial districts, and highway entrances and exits throughout the province.
As of the end of February, the delinquent amount in Gyeongsangbuk-do reached 165.2 billion KRW. Among these, overdue automobile tax amounts to 42.2 billion KRW, accounting for 25.5% of the total delinquent amount. The total number of delinquent vehicles is 116,000.
Vehicles with more than two overdue automobile tax payments number 47,415, with a delinquent amount of 30.2 billion KRW, accounting for 72% of the total overdue automobile tax amount.

Kim Jang-ho, Director of Planning and Coordination Office of Gyeongsangbuk-do, stated, "The creation of the delinquent vehicle distribution map is a model case that links recently highlighted public big data to delinquent collection activities, enabling scientific and systematic collection activities," adding, "Sharing such new collection techniques with other local governments will provide an opportunity to offer efficient tax administration."
