[Asia Economy Yeongnam Reporting Headquarters Reporter Park Saeyan] On the 2nd, a YouTube video showing a worker falling from a garbage collection vehicle illegally making a left turn in Changwon City went viral, and Changwon City took action against the agency for violating the safety accident agency contract.
On the 2nd, the YouTube channel 'Han Moon-cheol TV' uploaded a video showing one worker riding on the rear of a vehicle falling to the ground while the vehicle was making an illegal left turn.
At the time, a passenger car making a right turn witnessed the worker falling and immediately stopped. Then, another worker riding on the rear of the garbage collection vehicle signaled the driver with an apology and helped the fallen worker back onto the rear of the garbage collection vehicle.
Han Moon-cheol, a YouTuber and lawyer, said in the video description, "It's fortunate that the passenger car was going slowly; if it had gone a little faster, the worker would have been run over immediately," and added, "It’s unsettling to see environmental committee members hanging on the back of garbage collection vehicles."
On the 5th, Changwon City requested written explanations from the agency and the workers involved, and instructed that the driver who caused the accident be investigated by the responsible police station for violation of the Road Traffic Act and disciplined according to the agency’s internal regulations.
The city plans to reduce the agency fee for the next month due to violation of the compliance requirements in the service contract for household waste collection and transportation.
Previously, as illegal riding on the rear of vehicles by on-site workers had not been eradicated, the city conducted a full inspection of 234 agency vehicles for illegally installed footboards and handrails until June last year and issued removal orders.
The city will urgently convene a meeting of representatives from 14 agencies on the 6th to provide education focused on strengthening safety management and thorough duty management.
Additionally, the city plans to strengthen guidance and inspections for safety standard violations and conduct a second full inspection around May on all agency vehicles regarding the installation of footboards and handrails.
