Changwon City Requests Police Investigation into 10 Illegally Subcontracted Public Parking Lots

Choi Young-cheol, Director of the Safety, Construction, and Transportation Bureau of Changwon City, said in a briefing, "We will request an investigation by the Gyeongnam Provincial Police Agency into 10 parking lots suspected of illegal re-delegation, including the on-street parking lot in front of Gyeongnam Bank Myeonggok Branch."
The city conducted a full on-site survey of 21 parking lots entrusted to the Changwon Facilities Corporation from the 13th to the 15th.
They officially requested seven organizations managing public parking lots under consignment to submit documents proving direct management.
As a result of the on-site investigation and verification of materials submitted by the entrusted organizations, three locations of illegal re-delegation were confirmed (Sangnam No.1 off-street parking lot, Changwon-daero 363beon-gil on-street parking lot, and the on-street parking lot in front of Gyeongnam Bank Myeonggok Branch), and seven parking lots, including the on-street parking lot in front of Dogye Elementary School, are suspected of re-delegation.
Director Choi stated, "Although on-site investigations were conducted from the 5th to the 29th, clear evidence proving direct management of the seven suspicious parking lots has not been secured. In particular, the A disabled persons' organization, which manages 10 parking lots under consignment, has not submitted any supporting documents to date."
He added, "The city is proceeding with contract termination procedures for the three business sites where illegal re-delegation has been confirmed and plans to restrict bidding for three years going forward."
Furthermore, the city plans to conduct thorough investigations into the seven parking lots suspected of illegal re-delegation and, if confirmed, will terminate contracts and restrict bidding for three years.
He especially pointed out, "Since 2001, over 20 years, the selection of operators for 21 parking lots through restricted competitive bidding limited to disabled persons' organizations and national merit organizations has resulted in various problems such as unfriendliness and illegal re-delegation. This raises issues of fairness compared to parking lots in Jinhae and Masan areas, where public parking lot operators are selected through open competitive bidding."
