LH New Town Site Survey Task Separation... Principle of Reduction by Organization and Function
[Asia Economy Reporter Kangwook Cho] The government has decided to separate the new town site investigation from the duties of the Korea Land and Housing Corporation (LH). In particular, it has established a principle to thoroughly analyze LH's roles, functions, organization, and personnel and reduce them by function.
On the 29th, the government held the 7th Fair Society Anti-Corruption Policy Council and announced the direction for LH innovation promotion with these contents.
Previously, LH was established in 2009 by integrating the two agencies due to inefficiencies caused by overlapping functions of the Land Corporation and Housing Corporation and reckless development caused by excessive competition.
However, since the integration, structural problems have been pointed out that triggered the current situation, including ▲Monopoly of functions: monopolizing the entire housing supply process leading to conflicts of interest through the use of internal information, ▲Overgrown organization: expanding to 10,000 employees making effective command and management difficult, ▲Low ethical awareness: public service discipline deterioration such as preferential treatment for former officials, violation of concurrent duty obligations, and improper receipt of travel expenses.
Accordingly, the government has set a basic policy to establish internal and external control measures such as asset registration systems and restrictions on acquiring new real estate for employees to fundamentally prevent unfair acts such as speculation, and to innovate the management system focusing on performance.
Additionally, to eliminate public service discipline deterioration and overall management failure, the government plans to drastically reduce ancillary tasks aside from core duties and promote slimming down of the organization and functions. In particular, to prevent prior leakage of development information, the new town site investigation duties will be separated from LH.
In the future, the government will thoroughly analyze LH's roles, functions, organization, and personnel to reduce them by function and examine the possibility of transferring them to the private sector, local governments, or other agencies.
It also plans to promptly prepare and announce innovation measures including organizational and functional adjustments, strengthening internal controls, and preventing reckless management.

A government official explained, "Under the principle that housing supply measures such as the 2.4 supply plan must be steadily promoted, we will prepare the strongest and most rational innovation measures covering all areas including LH's roles and functions, organization and personnel, business structure, as well as strengthening integrity and ethical management."
