The submitters are Kim Hoe-jae, the Democratic Party's Legal Committee Chair, and Shin Young-dae, spokesperson for the Central Election Committee. They stated, "The March 6, 2007, review report from the Seocho-gu Council Operations Committee records that the accused inspected the Naegok district, and according to the October 16, 2009, Seoul City Council Urban Management Committee minutes, the then Housing Bureau Chief responded that the accused received related reports and that the main policy direction of the public housing project changed under the accused's instructions."
Additionally, according to the October 13, 2009, National Assembly Land, Transport and Maritime Affairs Committee's Seoul city audit minutes, candidate Oh responded by saying, "During the consultation process, I conveyed Seoul city's opinions," and "However, most of the Greenbelt areas utilized by this government have already been damaged, which is somewhat reassuring."
The Democratic Party argued, "It is clear that the accused was aware of the related issues and consulted with the Ministry of Land, Infrastructure and Transport. Furthermore, during the October 14, 2008, National Assembly Land, Transport and Maritime Affairs Committee audit, the accused expressed opposition to high-rise apartments being built on the Greenbelt in response to lawmakers' questions and emphasized that they would respond through consultations with the Ministry to ensure low-rise housing is constructed, demonstrating clear awareness of the related issues."
They added, "The accused's dissemination of false information is misleading public opinion, and considering the extensive damage including the adverse effects on the April 7 by-election, we strongly urge a prompt investigation."

Kim, who was the Housing Bureau Chief of Seoul at the time, is also being accused of spreading false information. Although he claimed that "there was never a report to then Seoul Mayor Oh Se-hoon regarding the development of the Naegok district, and the topic was never mentioned in executive meetings or work reports," the October 16, 2009, Seoul City Council Urban Management Committee minutes indicate that candidate Oh received related reports and that the main policy direction of the public housing project changed under his instructions.
