Seongdong-gu (Mayor Jeong Wono) will actively block illegal mobile advertisements that are indiscriminately proliferating in the area through a pilot operation starting this month with the 'Automated Telephone Guidance Service.'
The Automated Telephone Guidance Service is an automatic warning call system that periodically makes automatic calls to the numbers listed on illegal advertisements such as banners, posters, and flyers, informing them that they are subject to administrative sanctions under the Outdoor Advertising Act and encouraging voluntary removal.
Despite administrative actions such as imposing fines of about 476 million KRW on 39,972 cases of illegal mobile advertisements including banners and posters as of the end of November last year, the large-scale posting of illegal mobile advertisements has continued.
Also, many local small business owners are unaware that posters and banners without reports or permits are illegal, and especially in the case of illegal banners for sales advertisements, there is concern about economic damage to residents due to exaggerated advertising.
Accordingly, the district plans to improve the efficiency of maintenance work by establishing and operating an automatic warning call system for illegal advertisements, registering the phone numbers and types of the relevant business owners in the system, and managing them systematically.
When illegal advertisements are posted, the advertisements are collected, and when the phone number is registered in the automatic warning call system, automatic telephone guidance continuously informs that it is an illegal act by making calls sequentially every 20 minutes and every 10 minutes until voluntary removal.
In particular, using 30 communication lines and preparing about 140 outgoing numbers, the system is designed so that the recorded message is repeated through automatic outgoing calls.
Also, the outgoing number is changed each time to prepare for the possibility that the target companies may block Seongdong-gu’s outgoing numbers.
