Gwangran Kim, Gwangju City Council Member, Holds Forum for Enacting Basic Ordinance on Village Communities
[Asia Economy Honam Reporting Headquarters Reporter Park Seon-gang] The Gwangju Metropolitan Council announced on the 17th that it held a policy forum to prepare the 'Basic Ordinance on Village Communities.'
On this day, Councilor Kim Gwang-ran (The Democratic Party, Gwangsan 4) served as the chair, and presentations were made by Ahn Pyeong-hwan (CEO of Gwangju Urban Regeneration Community Center) and Min Hyun-jung (Senior Research Fellow at Gwangju-Jeonnam Research Institute). Discussants included Kim Il-yong (Director of Gwangju City Autonomous Administration Bureau), Joo Kyung-mi (Head of Gwangsan-gu Public Activity Support Center), and Kang Seon-hwa (Co-chair of Gwangju Village Community Network).
Ahn Pyeong-hwan, who presented on the theme of 'A New Direction for Gwangju Village Communities,' proposed building a village community ecosystem through the processes of community foundation formation (capacity building), consolidation (solidarity, exchange), advancement (activation of autonomy), and sustainability (creating conditions for projects).
He mentioned the need to reset Gwangju City's basic and implementation plans for village communities and argued, "In the post-COVID-19 pandemic era, a platform for solidarity, exchange cooperation, and information sharing is necessary for the village safety net."
Following this, Min Hyun-jung presented on the 'Need for Enacting the Basic Ordinance on Village Communities,' explaining the main contents and issues of the institutional preparation and emphasizing that "the establishment of the village community system must reflect the current issues of the Gwangju region."
Participants in the discussion proposed ▲ the importance and role of village communities in the non-face-to-face era ▲ resident-led community revitalization ▲ the need for integrated budget support to solve village problems ▲ recognition systems for community public activities ▲ resetting subsidy budget execution standards and simplifying accounting settlement methods.

Councilor Kim Gwang-ran said, "Along with evaluations of various village community activities conducted across Gwangju over the past decade, we must overcome the limitations of project-centered public contests and establish a foundation for solving local problems through community revitalization methods." He added, "Starting with today's forum, we will gather opinions from the administration and village sites, enact the 'Basic Ordinance on Village Communities' at the June regular meeting, and prepare a basis to systematically support village community activities through solidarity and cooperation."
