'Become the Hero of Resident Autonomy That Changes My Life!' Open to All Seongbuk-gu Residents... Applications Accepted Until April 20 for Inclusion in the 2022 Budget
[Asia Economy Reporter Jongil Park] Seongbuk-gu (Mayor Lee Seung-ro) is accepting proposals for resident-led community agenda projects for the establishment of a resident autonomy plan until April 20.
A resident autonomy plan is the process of setting the business plan for the resident autonomy council, where residents gather to identify neighborhood problems, find tasks to be done, and solve them independently.
Local residents discover agendas that can change the neighborhood, such as various inconveniences or improvements they have felt, propose projects, thereby encouraging diverse resident participation and deliberating on local issues together on-site.
The submitted agendas are thoroughly discussed and deliberated within the resident autonomy council to be concretized, and the relevant departments review the feasibility of the projects.
Afterwards, the final decision is made through a residents' general meeting as the autonomy plan for each neighborhood, and the selected project agendas are scheduled to be implemented through the resident autonomy councils of 20 neighborhoods in 2022.
Anyone who is a resident of Seongbuk-gu can submit a project proposal, which can be downloaded from the Seongbuk-gu Office website, filled out, and submitted by visiting the resident autonomy council office or community center of the respective neighborhood or by email by April 20.
Starting this year, Seongbuk-gu operates resident autonomy councils in all 20 neighborhoods through a three-stage expansion of the resident autonomy councils.
In 2020, despite difficulties in face-to-face activities due to COVID-19, 10 neighborhoods (Seongbuk-dong, Samseon-dong, Dongseon-dong, Bomun-dong, Jeongneung 2-dong, Gireum 1-dong, Jongam-dong, Wolgok 2-dong, Jangwi 1-dong, Seokgwan-dong) discovered 371 local agendas in various fields such as culture, history, education, care, health, and welfare through online general meetings, selecting 123 projects.
This year, approximately 880 million KRW has been allocated for 66 resident tax return resident autonomy council activity support projects, 27 Seoul city district-level citizen participation budget projects, and 30 Seongbuk-gu resident participation budget projects, which are about to be executed.

A district official stated, “We will trust the residents' abilities and spare no support for their activities so that residents can independently solve village problems,” and added, “The district will also strengthen its role as a partner in resident autonomy,” urging many residents to participate.
