Park Young-sun Proposes Full Survey of Landowners in 3rd New Town Following Special Prosecutor Demand
[Asia Economy Reporter Oh Ju-yeon] Park Young-sun, the Democratic Party of Korea's candidate for Seoul mayor, proposed a 'full survey of landowners in the planned development areas of the 3rd New Towns' on the 14th, following her request to the party and government to introduce a 'special prosecutor investigation' regarding the speculation allegations involving the Korea Land and Housing Corporation (LH). She reiterated a strong determination to 'eradicate illegal speculation,' stating that although the government has begun a second investigation targeting public officials' spouses and direct relatives, it is difficult to uncover illegal speculators using borrowed names.
On the day, Park held a press conference at the Anguk Building and said, "The government has started a second investigation targeting public officials' spouses and direct relatives, but it is difficult to identify those who committed illegal speculation under borrowed names by using relatives or acquaintances."
She requested the party to establish fundamental anti-speculation measures such as the Conflict of Interest Prevention Act and the Real Estate Transaction Act.
Park urged, "As Kim Tae-nyeon, the acting leader of the Democratic Party, has declared, please pass the 'Five Laws to Prevent Public Officials' Speculation and Corruption'?the Conflict of Interest Prevention Act, the Public Officials Ethics Act, the Public Housing Act, the Land and Housing Corporation Act, and the Real Estate Transaction Act?at the March extraordinary session of the National Assembly."
She also proposed that the government establish a Land and Housing Reform Committee to formulate land and housing reform policies.
Park said, "In the short term, please prepare LH innovation measures to restore public trust, and in the mid to long term, open a new future through fundamental reforms of land and housing policies."
Park also pledged to investigate the real estate holdings of all employees of Seoul City and its affiliated public institutions immediately upon taking office and to implement a pre-reporting system for real estate transactions to prevent unfair real estate practices by Seoul city officials.

She also promised to eradicate speculative real estate transactions by public officials through the implementation of a 'pre-reporting system for real estate transactions' and to establish a 'Real Estate Supervisory Agency (tentative name)' to establish transparent real estate transaction order.
Regarding criticisms that her special prosecutor proposal is a 'stalling tactic,' Park rebutted, "If the ruling and opposition parties agree, it can be implemented immediately. The opposition's claim that 'investigations should be entrusted to the prosecution' is legally impossible. Moreover, the prosecution and police are cooperating in investigations."

Along with this, Park pointed out, "I formally proposed the introduction of a special prosecutor investigation to the party, and Acting Leader Kim Tae-nyeon accepted it promptly, but the People Power Party and candidate Oh Se-hoon are rejecting it. They are also avoiding a full survey of all 300 members of the National Assembly by saying the Democratic Party should start first. Unless they are thieves feeling guilty, they should accept it boldly without delay."
