Songpa-gu Traffic Violation Fines 'Mobile Notification Service' Launched
Starting from the 16th, the 'Mobile Electronic Notice' Service Will Replace the 'Paper Notice'
[Asia Economy Reporter Jong-il Park] Songpa-gu (Mayor Park Seong-su) will implement the notification and payment of traffic violation fines via smartphones starting from the 16th to reduce inconveniences in residents' daily lives.
Previously, the district notified fines for illegal parking, bus-only lane violations, and others through paper notices. However, in line with the recent eco-friendly policy trend emphasizing carbon neutrality (paperless), the mobile electronic notification system is being expanded.
In the past, all traffic violation fines were notified by registered mail. Paper was used for the 'pre-notice' which offers an opportunity to submit opinions and a 20% reduction if paid within the deadline, and the 'occasional notice' which formally imposes fines if not paid on time.
However, sending notices by registered mail took at least four days, and there were many cases where the notices did not arrive on time due to delayed delivery, unknown addresses, or refusal to receive, causing many to lose the 20% reduction benefit of the 'pre-notice.'
Accordingly, Songpa-gu will start the 'mobile electronic notification service' to reduce delivery delays and non-receipt issues and to increase convenience in receiving and paying notices.
Taxpayers registered with a smartphone under their own name can receive notices via alert messages or KakaoTalk notification messages without separate application or app installation.
After receiving the mobile notification and completing identity verification, they can easily pay fines through STAX (Seoul Metropolitan Government’s mobile tax payment web) linked to the system.

Park Seong-su, Mayor of Songpa-gu, said, “With the implementation of the mobile electronic notification service, cases of missing prepayment reduction benefits or paying additional charges due to failure to check fines will decrease. We will ensure thorough execution of tasks to speed up work and reduce inconveniences in residents’ daily lives while minimizing environmental burdens.”
