Seoul City Establishes 'Greenhouse Gas Intensive Management System' for 560,000 Buildings
Monthly Energy Consumption and Greenhouse Gas Emissions of Buildings at a Glance
[Asia Economy Reporter Lim Cheol-young] On the 10th, the Seoul Metropolitan Government announced that it has established a GIS-based ‘Seoul Greenhouse Gas Concentrated Management System’ that can monitor greenhouse gases from all buildings in Seoul, totaling approximately 560,000 buildings, at once.
In the ‘Seoul Greenhouse Gas Concentrated Management System,’ energy usage and greenhouse gas emissions of all buildings can be instantly viewed at once. Since 2014, monthly data on electricity, city gas, and thermal energy consumption for each building can be seen, and greenhouse gas emissions converted based on energy usage can also be immediately checked.
This system was prepared to promote greenhouse gas reduction policies tailored to Seoul’s characteristics, where the ‘building’ sector accounts for the largest share (68.8%) of total greenhouse gas emissions in the Seoul area. It is a follow-up measure to the 2050 Carbon Neutrality Achievement Strategy announced by Seoul in July last year.
Seoul plans to use the newly established system as internal basic data to evaluate the policy effects of Seoul’s building greenhouse gas reduction projects, such as the ‘Building Energy Efficiency Project (BRP).’ By closely monitoring changes before and after policy implementation, each project will be evaluated, supplemented, and developed to enhance greenhouse gas reduction effects.
Additionally, through this system establishment, the ‘Greenhouse Gas Inventory,’ which identifies greenhouse gas emission sources throughout Seoul and estimates total greenhouse gas emissions to create a database, has been significantly improved. Previously, estimating the total greenhouse gas emissions of Seoul required securing annual statistical data one by one, taking about two years, but this system has shortened that time.

Lee Dong-ryul, Director of Climate Change Response, said, “To actively respond to climate change, intensive monitoring of greenhouse gases by building and region is essential,” and added, “We will utilize this system in connection with major policy projects and continuously update and improve the related database quarterly.”
