Assemblyman Lee Byung-hoon: "Employment Succession for Asia Culture Center Staff Will Be Achieved"
[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] National Assembly member Lee Byung-hoon clearly stated that employees of the Asia Culture Center will have their employment succession guaranteed.
On the 7th, Lee revealed the direction of the upcoming organizational restructuring of the Asia Culture Center, stating that the claim that "all employment succession provisions were deleted" is not true.
Controversy arose as the Asia Culture Center labor union and some media outlets claimed that the amendment to the "Special Act on Asia Culture City," which passed the National Assembly plenary session on the 26th, had "completely deleted the employment succession provisions."
Immediately after the passage of the Asia Culture Special Act in the plenary session, Lee demanded the Ministry of Culture, Sports and Tourism to faithfully implement the "Citizen Council Agreement," which specifies the succession of personnel and intangible assets of the Asia Culture Center.
The Ministry of Culture, Sports and Tourism stated that, according to the amended law's provisions, employment will be succeeded, and in the case of public service employees, they will be reassigned without separate personnel adjustments according to the functional adjustments between the Center and the Foundation.
Additionally, the Ministry explained that among the Asia Culture Center employees, those who wish to work at the Center may be hired as experienced professionals in accordance with the National Public Service Act and related regulations.
Originally, Article 3 of the amendment's supplementary provisions, titled "Special Hiring for Asia Culture Center Employees," was perceived as granting "privileges." Reflecting this opinion, the National Assembly Judiciary Committee deleted it and instead replaced it with transitional measures regarding the employment of Asia Culture Center employees, explicitly stating the employment succession to the Cultural Foundation.

Meanwhile, the amendment to the Asia Culture Special Act, which was introduced by Representative Lee Byung-hoon in August last year and passed the National Assembly plenary session at the end of last month after numerous discussions, mainly aims to firmly maintain the status of the Asia Culture Center as a national institution, integrate the organization centered on the Center, and extend the special law's validity period until 2031.
