Suspicion of Prior Leak to Jeon-gyo-jo of Principal Recruitment 'Evaluation Results' in Jangheung, Jeonnam
Unfairness Review vs. Prior Disclosure of Review Results
[Asia Economy Honam Reporting Headquarters Reporter Lee Jun-kyung] A controversy is expected as allegations have been raised that the results of the principal recruitment evaluation by the Jangheung Office of Education in Jeonnam were leaked in advance to the Jeonnam branch of the Korean Teachers and Education Workers Union (KTU).
In particular, it is known that the evaluation results, which are classified as top secret security matters, were leaked before the official announcement, signaling a potentially serious controversy.
On the 19th, the Jeonnam branch of KTU issued a statement claiming that the Jangheung Office of Education selected 8 out of 10 evaluators as current or former principals, and that the candidate who ranked first in the principal recruitment evaluation for Jangheung A Middle School was pushed down to third place in the second evaluation and was not appointed as the school principal.
In the statement, KTU criticized, “80% of the evaluators were selected from principals appointed through the existing principal promotion structure. Jangheung Superintendent B blatantly carried out unfairness and undemocratic practices, and Superintendent Jang Seok-woong and the Jeonnam Office of Education betrayed the trust of the local community.”
Earlier, on the 19th of last month, the Jeonnam branch of KTU and others strongly demanded an audit of the Jangheung Office of Education, citing unfairness in the principal recruitment evaluation process to the provincial Office of Education.
An official from the provincial Office of Education stated, “The audit found no issues with the selection process of evaluators at the Jangheung Office of Education according to the regulations set by the Ministry of Education. However, the Jangheung Superintendent was administratively disciplined due to responsibility for causing social controversy, and the relevant department at the headquarters was requested to improve the system.”
In response, some argue that it is harsh for the Jangheung Superintendent to receive administrative discipline despite no regulatory violations, and above all, suspicions were raised about the evaluation results being leaked to KTU before the official announcement.
An anonymous education staff member said, “KTU knew the evaluation results, which no one else knew, in advance and requested an audit from the Office of Education, which is an absurd situation. Information leakage clearly constitutes a criminal act,” and added, “I understand that the Jangheung Superintendent has also filed an objection and requested a re-evaluation.”
However, the superintendent in question said, “It is very cautious to clearly state a position in the current situation,” and refrained from further comment.
