Naju-si Promotes 'Early Retirement Support Project for Old Diesel Vehicles'
[Naju=Asia Economy Honam Reporting Headquarters Reporter Lee Han-hyuk] On the 18th, Naju City in Jeollanam-do announced that it will promote the ‘Early Retirement Support Project for Old Diesel Vehicles’ to reduce automobile exhaust emissions, which are a major cause of air pollution such as fine dust.
This project plans to provide a total subsidy of 1.2 billion KRW for 700 old diesel vehicles.
The support targets are ‘Grade 5 emission diesel vehicles’ and ‘road-use type 3 construction machinery vehicles (dump trucks, concrete mixers, concrete pump trucks) manufactured under emission standards before 2005,’ which must have been owned and registered in the city for more than six months and be operable.
However, vehicles that have been equipped with emission reduction devices or converted to low-emission engines through government or local government support are excluded from the support.
This year, the upper limit of early retirement subsidies for Grade 5 diesel vehicles under 3.5 tons that ‘cannot be equipped with particulate matter reduction devices,’ ‘livelihood-type (basic livelihood security recipients, near-poverty),’ and ‘small business owners or commercial vehicles’ has been expanded from 3 million KRW to 6 million KRW.
Other early retirement candidates will receive support amounts determined within the same maximum limit of 3 million KRW as last year.
Until last year, subsidies were provided only when purchasing a new car after early retirement, but from this year, subsidies will also be provided when purchasing used cars with emission grades 1 to 2 excluding diesel vehicles (gasoline, LPG, electric, hydrogen, hybrid, etc.).
In this case, for diesel vehicles under 3.5 tons, 30% of the vehicle’s standard price will be additionally supported, and for diesel vehicles over 3.5 tons and road-use construction machinery, 200% of the standard price will be additionally supported within the upper limit.
Additionally, vehicles judged as unable to be equipped with reduction devices due to lack of device development or by local governments or device manufacturers will receive an additional 600,000 KRW within the basic support rate upper limit for early retirement.
Applications must be submitted to the resident’s eup/myeon/dong administrative welfare center by the 5th of next month with the application form posted in the city hall website’s public notice section and related documents.
Vehicles that have already applied for ‘Low Emission Measures’ must reapply within the application period if they wish to opt for early retirement.
For online applications, after signing up on the ‘Automobile Emission Grade System’ website and completing identity verification, select ‘Low Emission Measures / Early Retirement.’
The city will also conduct the ‘LPG Cargo Truck New Purchase Support Project,’ which provides an additional 4 million KRW when scrapping a diesel vehicle and purchasing a ‘1-ton LPG cargo truck new vehicle’ during the same period.
Applicants wishing to receive support must submit a separate application form along with the old diesel vehicle early retirement application.

A city official said, “Improving air quality through early retirement support for old diesel vehicles will also reduce the economic burden on citizens purchasing vehicles,” and added, “We ask for the interest and applications of many old diesel vehicle drivers.”
