Government Breaks Down Departmental Barriers to Collaborate on '7 Tasks' Chosen by the People

Ministry of the Interior and Safety Selects 7 Key Collaborative Projects Through Public Review
[Asia Economy Reporter Lim Cheol-young] The government is breaking down barriers between central government ministries, local governments, public institutions, and private organizations to promote collaboration on seven key cooperative tasks directly selected by the public.
On the 16th, the Ministry of the Interior and Safety announced that this year, central administrative agencies, local governments, public institutions, and private organizations have jointly identified 254 cooperative tasks, and after public review, will actively promote seven "key cooperative tasks." The Ministry plans to incorporate these key tasks into the end-of-February whole-of-government collaboration activation plan and will form task forces (TFs) for each key task and hold meetings in early next month.
The seven selected "key cooperative tasks" were chosen through the direct participation of over 3,700 citizens. Among a total of 254 tasks submitted after internal reviews by central and local governments and public institutions, 25 excellent cooperative tasks competed in a public review, resulting in the final selection of seven as "key cooperative tasks."
Last year, both the first and second rounds of evaluation were conducted through internal and expert reviews, but this year, public review was added to the process.
The seven key cooperative tasks directly selected by the public are: support for the development of COVID-19 therapeutics, vaccines, and diagnostic devices; elimination of blind spots in electricity bill welfare discounts; expansion of nationwide employment insurance through the establishment of a real-time income tracking system; development of a job model integrating jobs, welfare, and the Green New Deal social welfare service-type job project; establishment of an "emergency medical governance" system to secure golden time for optimal emergency patient transport; creation of a smart care farm (healing farm) as a healing space in urban areas for people with developmental disabilities; and construction of a hyperconnected platform for national qualification services.
The Ministry of the Interior and Safety considers all seven selected tasks to have a significant impact on citizens' daily lives and plans to provide full administrative support. Task forces will be formed for each task to ensure that related agencies involved in collaboration can discuss goals and implementation plans from the early stages and proceed together, with regular sharing of progress and outcomes.
The Ministry will also directly participate in the task forces and promptly devise countermeasures if difficulties arise in collaboration, supporting smooth progress of the tasks. Additionally, if additional personnel are deemed necessary through inter-agency linkage and cooperation, the Ministry will actively support "collaboration personnel." Collaboration personnel refers to staff dispatched mutually between ministries in areas requiring close policy cooperation and coordination.
Besides the seven key cooperative tasks, the Ministry plans to continuously manage and support 18 excellent cooperative tasks and 229 cooperative tasks from various agencies. The "Collaboration SOS," launched last April, will be actively utilized to receive real-time reports of difficulties in the field and provide prompt responses and customized solutions to actively support the promotion of cooperative tasks.
