Democratic Party Proposes 3rd Innovation Plan Including Permanent Establishment of National Assembly Ethics Committee and Creation of Talent Committee
[Asia Economy Reporter Oh Ju-yeon] The Democratic Party's '2020 The Innovation Committee' announced the '3rd Innovation Plan' on the 7th, focusing on the permanent establishment of the National Assembly Ethics Committee, the installation of a Talent Committee, the establishment of a comprehensive party talent development institution called 'Minju Academy,' and the reestablishment of the Youth Democratic Party.
On this day, the Innovation Committee focused on creating a 'more democratic party, a more competent party,' emphasizing the permanent establishment of the Ethics Special Committee. Currently, the Ethics Special Committee is an ad hoc committee, holding a lower status compared to public expectations and criticized for not functioning properly due to the absence of a parliamentary ethics review body.
The Innovation Committee decided to promote the permanent establishment of the Ethics Special Committee through amendments to the National Assembly Act. They proposed revising Article 46 of the National Assembly Act to 'permanently establish the National Assembly Ethics Special Committee' and reorganize the existing Ethics Review Advisory Committee into an 'Ethics Investigation Committee,' allowing investigations to commence upon receiving a petition meeting a certain threshold. The Ethics Investigation Committee will be composed entirely of external members and granted independent investigative authority.
The Innovation Committee assessed that the disciplinary resolutions by the Ethics Special Committee during the 18th to 20th National Assemblies were practically defunct, with only one case each in the 18th and 19th assemblies and none in the 20th.
Regarding the timing of the amendment related to the Ethics Special Committee, Representative Lee Tan-hee stated, "It has been reported to the Supreme Council, but it needs to go through the party caucus, and detailed legislative discussions will follow. At this point, it seems premature to specify the timing."
Additionally, the Innovation Committee proposed the establishment of a 'Talent Committee' equipped with a comprehensive talent management system covering talent discovery, recruitment, development, and recommendation. The Talent Committee will be responsible for formulating talent development plans, managing the talent pool, and matching policy personnel inside and outside the party.
Alongside the Talent Committee, the Innovation Committee also proposed establishing 'Minju Academy,' a comprehensive Democratic Party educational institution to provide systematic education. The plan is to transform one-off and sporadic educational programs into integrated education aligned with the party's identity, nurturing 1,000 young prospective politicians and groups of policy and regional experts over two years until 2022.

Furthermore, the Innovation Committee announced that the National Youth Committee, launched last year as the National Youth Party, will be reestablished as the 'Youth Democratic Party' to revitalize youth political activities.
