Why Did All Yeongdeungpo-gu Employees Conduct a ‘Integrity Simulation Training’ for Lunar New Year?
3 Days Ago, Text Sent to Employees Announcing 'Simulated Training for Reporting Bribery'... Bribery Simulation Scenario Set... Rehearsal of Reporting Procedures via Text Messages
[Asia Economy Reporter Jong-il Park] On the morning of the 3rd, Jo ○○ (31), an employee of Yeongdeungpo-gu Office who was on the way to work, received a text message accompanied by a “ding” notification sound. “‘Notification of Scheduled Mock Training for Reporting Bribery’… What is this?” Upon closer inspection, it was a message guiding recipients to immediately report to the district’s Clean Reporting Center if they receive a mock training alert message the next day.
“I knew there was a Clean Reporting Center at the district office, but this is the first time I learned that you can report in this way. I plan to familiarize myself with the reporting method so that if any unfortunate situation arises, I can respond wisely.”
Jo ○○, who received the message, shared these thoughts.
Yeongdeungpo-gu (District Mayor Chae Hyun-il) will conduct a mock bribery reporting training called ‘Approaching Integrity Reporting’ for all employees on the 4th, taking the lead in fostering a culture of integrity ahead of the Lunar New Year holiday.
‘Approaching Integrity Reporting,’ which uses mobile text messages, is a mock training exercise for all employees to practice the bribery reporting procedure.
After setting up a hypothetical situation where a district employee receives a bribe from a third party, text messages are sent to an unspecified number of employees to report this. The training ends once the employees who received the message correctly report it to the Public Interest Reporting Center operated by the district.
Previously, in 2019, the district unified the scattered public official corruption reporting channels on its website by newly establishing the ‘Public Interest Reporting Center,’ creating a reporting channel for public interest reports and violations of the Anti-Graft Act, and began earnest efforts to improve internal integrity.
Since the beginning of this year, the district has started operating ‘Open Integrity Talk,’ an anonymous reporting channel using KakaoTalk open chat. This allows for easier and faster reporting in daily life via the mobile messenger KakaoTalk when witnessing or encountering ▲illegal or improper orders ▲power harassment ▲bribery, etc.
Along with this, the district plans to focus on managing violations of the Anti-Graft Act such as bribery and entertainment during the corruption-prone Lunar New Year period by conducting the mock bribery reporting training ‘Approaching Integrity Reporting,’ establishing public service discipline, and improving the organization’s external integrity.

Chae Hyun-il, Mayor of Yeongdeungpo-gu, said, “To prevent the beautiful culture of sharing hearts during our traditional holiday from being distorted by excessive bribery, we have implemented the mock bribery reporting training ‘Approaching Integrity Reporting.’ We will continue to improve existing practices and systems and do our best to create a transparent and fair public service culture trusted by our residents.”
