Ministry of Land, Infrastructure and Transport Establishes Foundation for Training and Supporting Urban Regeneration Specialists
Legislative Notice for Amendment to the Enforcement Decree of the Urban Regeneration Act Until the 16th of Next Month
[Asia Economy Reporter Kangwook Cho] From now on, it will be possible to respond more systematically to the demand for urban regeneration experts with convergent and complex competencies required in urban regeneration project sites (a total of 401 locations, 186 local governments).
The Ministry of Land, Infrastructure and Transport announced on the 4th that, following the recent amendment to the "Special Act on the Promotion and Support of Urban Regeneration" (promulgated on December 22, 2020, effective June 23, 2021), it will publicly notify the draft revision of the enforcement decree containing the following contents until the 16th of next month.
According to this draft amendment, matters related to the training of urban regeneration experts will be systematically stipulated.
The Ministry of Land will be able to establish and implement plans regarding the development of educational programs for training urban regeneration experts, utilization of information systems, and recognition of urban regeneration-related experience, thereby preparing a concrete system for training specialized personnel.
In addition, minimum standards that training institutions must meet, such as specialized education systems tailored to urban regeneration, adequacy of securing instructors and facilities, will be established to designate institutions and organizations above a certain level. Regulations will also be set for the Ministry of Land, Infrastructure and Transport to support, guide, and supervise training institutions, laying the foundation for managing talent development.
Minor changes to the Urban Regeneration Strategic Plan and the Innovation District National Pilot District Plan will be regulated to simplify the procedures for changing these plans.
Minor changes to the Urban Regeneration Strategic Plan are defined as changes involving less than 10% of the area of the urban regeneration activation region, changes related to the composition and operation plan of the Urban Regeneration Support Center, etc. In such cases, public hearings and local council opinion hearings may be omitted.
Minor changes to the Innovation District National Pilot District Plan are defined as matters excluding changes in land use zones and major introduced functions. In such cases, public hearings, local council opinion hearings, consultations with related administrative agencies, and deliberations by local committees may be omitted.
Airport and port corporations will also be able to participate as project implementers in innovation districts.
By adding Korea Airports Corporation, Incheon International Airport Corporation, and port corporations to the list of innovation district project implementers, public enterprises with expertise can participate when promoting areas near key facilities such as airports and ports as innovation districts.
Other contents of the amendment include extending the term of the Urban Regeneration Working Committee from one year to two years and adding the Architectural Space Research Institute to the Urban Regeneration Support Organization.
Cho Seong-gyun, Director of the Urban Regeneration Capability Division at the Ministry of Land, Infrastructure and Transport, said, "This amendment to the enforcement decree of the Urban Regeneration Act has become an opportunity to solidify the system for training urban regeneration experts," adding, "Based on this amendment, we will gradually establish and implement plans for training experts and will not spare support for the training of specialized personnel."

This draft amendment to the enforcement decree of the Urban Regeneration Act is expected to be promulgated and enforced in the first half of this year after the public notice period, consultations with related ministries, and reviews by the Regulatory Reform Committee and the Ministry of Government Legislation.
