On the 26th, Kim said on Facebook, "Recently, this guy (lawmaker Lee Won-wook) called Governor Lee Jae-myung a 'friend' and launched attacks against him regarding the (disaster basic income)," adding, "The claim from the governor is that he is paying a 'fake basic income' (according to the lawmaker's assertion)."
Kim further stated, "(The lawmaker said in a social media post on the 22nd) that emergency disaster relief funds are not basic income, and the three elements of basic income are universality, periodicity, and uniformity," adding, "In other words, basic income means giving the same amount regularly, monthly or quarterly, to everyone."
However, Kim criticized, "This person (lawmaker Lee Won-wook) boasted before the April 2020 general election that the disaster basic income was being paid because of his advocacy (targeting citizens of Hwaseong City)," adding, "It seems this guy only recognizes it as 'disaster basic income' if it is paid before the election."
He went on to ask, "(To the lawmaker) Have you ever earnestly requested Prime Minister Chung Sye-kyun, whom you serve, to implement true basic income? Have you fought hard against the Ministry of Economy and Finance, which is strongly opposed?" Then he questioned, "Don’t you think Governor Lee is trying hard to realize 'disaster basic income' as a pilot stage to implement 'true basic income'? What kind of 'friend' is this? Then what exactly do you want to do?"
Earlier, on the 22nd, the lawmaker posted a lengthy message titled 'To my friend Governor Lee Jae-myung' on social media, stating, "If you want to talk about basic income, it must be based on three principles: universality, uniformity, and timeliness, not populism," and added, "Governor Lee’s disaster basic income claim is difficult to understand in light of these principles."
He also advised, "The important issue now is not whether to give disaster relief funds to all Gyeonggi residents or to provide differentiated payments," adding, "Currently, since the quarantine situation in Gyeonggi Province is very bad, strong enforcement of quarantine measures is needed."
