Warden Jo was appointed as a correctional officer in 1998, served as Welfare Section Chief at Gunsan Correctional Institution in 2011, Security Section Chief at Yeoju Correctional Institution, and was promoted to Director in 2019, holding positions such as Security Section Chief at Seoul Detention Center and Head of the Correctional Innovation Promotion Team.
