‘Strengthening Horizontal Communication’ Innovation in the Public Procurement Service Organizational Culture
[Asia Economy (Daejeon) Reporter Jeong Il-woong] The Public Procurement Service (PPS) is embarking on organizational culture innovation with the keywords of horizontal relationships and communication enhancement.
On the 21st, the PPS announced that it has prepared innovation tasks centered on the ‘PPS Organizational Culture Innovation Committee’ launched last year, and after collecting opinions from all employees, selected 35 action tasks in three areas: horizontal, communication, and fairness.
To foster a horizontal organizational culture, the PPS has appointed and will actively operate four ombudsmen responsible for handling reports, consultations, and investigations of workplace harassment within the organization.
In addition, it plans to establish a communication system to ensure that rapid investigations of abuse of power allegations, application of a zero-tolerance principle, strengthened victim protection, and enhanced post-monitoring are organically connected.
To create an honest organizational culture, proactive administration will be introduced and promoted, including multi-faceted evaluations for corruption diagnosis and the establishment of incentives in the integrity field.
In particular, the PPS emphasized that it will focus on blocking fraudulent acts with the goal of acquiring the ‘Anti-Corruption Management System,’ the first among national institutions.
To establish a fair organizational culture, administrative efforts will be concentrated to enable fair evaluation and transparent personnel management, such as introducing a work performance-centered evaluation system and strengthening balanced personnel management.
