View original image[Asia Economy Reporter Jongil Park] Gangdong-gu (Mayor Lee Jeong-hoon) announced that it received the highest rating in the "2020 Comprehensive Civil Service Evaluation - Grievance Handling Division" with a score 31 points higher than the national average.
The annual comprehensive civil service evaluation assesses the system operation and satisfaction of civil complaints processed from October of the previous year to August of the current year.
The Ministry of the Interior and Safety evaluates general statutory civil complaints, while the Anti-Corruption and Civil Rights Commission evaluates grievance complaints.
In particular, the grievance handling evaluation led by the Anti-Corruption and Civil Rights Commission undergoes a rigorous assessment including expert document review and satisfaction surveys on eight indicators such as local governments' efforts to resolve grievances, complaint satisfaction, and activation of ombudsman services.
Gangdong-gu was recognized for its excellence in grievance handling by receiving the highest rating for four consecutive years in this evaluation.
Especially in this year's evaluation, it achieved a remarkable score of 89.76, which is 31.19 points higher than the national average score of 58.57 among basic local governments.
The district received excellent scores across all evaluation factors, including 100% in grievance handling status verification and inspection (average 85.51%) and 100% in local ombudsman activation (average 38.84%).
Notably, it scored 91.5 in excellence in resolving collective conflict complaints, which is 21.8 points higher than the national average of 69.68.
This result reflects the highly regarded active communication efforts by the head of the institution regarding large-scale conflict complaints, such as the enactment of ordinances related to reconstruction and the formation of a consortium for collective complaints.
Through this evaluation, the district plans to improve its work methods to handle civil complaints by analyzing the nature and causes of complaints and considering urgency, risk, and public interest.
By regularly holding the Civil Complaint Mediation Committee, it aims to prevent unnecessary emotional consumption and administrative waste caused by chronic malicious complaints, allowing grievance handlers to focus on civil services truly needed by residents and thereby improve complaint satisfaction.
