Jeonnam Province to Provide First New Project of the Year: 'Out-of-School Youth Education Participation Allowance'
[Muan=Asia Economy Honam Reporting Headquarters, Reporter Yoon Jamin] Jeonnam Province is providing the ‘Education Participation Allowance’ for out-of-school youth for the first time.
According to the province on the 10th, the ‘Education Participation Allowance for Out-of-School Youth,’ launched as a new project this year, aims to encourage out-of-school youth to participate in various education and career programs so that they can grow into healthy members of society.
This allowance is provided for out-of-school youth to use for preparing for the qualification exam and exploring career paths.
It is the nation’s first case jointly promoted by local governments and education offices, serving as a model of win-win cooperation.
The target group is out-of-school youth aged 9 to 18 residing in the province (born between January 1, 2003, and December 31, 2012). After registering at the city or county Out-of-School Youth Support Center, they can receive monthly support if they participate in programs provided by the center at least six times a month.
Regarding the support amount, elementary school-aged youth (9 to 12 years old) receive 50,000 KRW per month loaded onto a transportation card, while middle (13 to 15 years old) and high school-aged youth (16 to 18 years old) receive 100,000 KRW and 200,000 KRW per month respectively, credited to a check card.
The support funds must be used for transportation, snacks, education fees, and cultural activity expenses for career development.

Son Jeomsik, Director of the Jeonnam Province Autonomous Administration Bureau, said, “We are considering various support measures to help out-of-school youth enter society and strengthen their capabilities,” adding, “We will actively engage in support projects so that out-of-school youth can grow into healthy members of society.”
Meanwhile, Jeonnam Province is implementing projects to realize the dreams of out-of-school youth, including ▲ operating 23 Out-of-School Youth Support Centers that provide counseling, qualification exam preparation, career exploration, and employment preparation ▲ supporting meal expenses for out-of-school youth ▲ creating dedicated spaces for out-of-school youth ▲ supporting meal expenses for unlicensed alternative schools.

Additionally, last October, for the first time nationwide, the province and the Provincial Office of Education cooperated to provide non-face-to-face learning support funds to out-of-school youth excluded from the government’s COVID-19 education disaster non-face-to-face learning support fund.
