Expanding the Area of Haengbok City to Improve the Alignment of the Outer Ring Road

The Ministry of Land, Infrastructure and Transport and the Administrative City Construction Agency announced on the 7th that they will partially change the planned area of Happy City to improve the road alignment of the northern section of the outer ring road of Happy City.
In 2005, the government designated and announced 72.91㎢ in the Yeongi-gun and Gongju-si areas of Chungnam as the planned area for Happy City to relocate central administrative agencies and develop the urban area accordingly. Through this measure, approximately 98,000㎡ of farmland located south of Botong-ri, Yeongi-myeon, was newly incorporated, increasing the planned area of Happy City to 73.01㎢, a 0.1% increase compared to the originally planned area.
This project was initiated in response to concerns that the northern section of the outer ring road along the Mihocheon River, where fog frequently occurs, was planned with a sharp S-curve, resulting in insufficient traffic safety. Based on public hearings, resident briefings, consultations with related organizations, and reviews by the Happy City Construction Promotion Committee since May, the Ministry of Land, Infrastructure and Transport and the Administrative City Construction Agency will announce the partial expansion and change of the planned area of Happy City in the official gazette on the 8th to improve the road alignment.
The Ministry of Land, Infrastructure and Transport and the Administrative City Construction Agency stated that by expanding the planned area, the minimum curve radius of the northern section of the outer ring road will be increased from R=700~900 to R=1500, creating a safer road, and that connecting roads to surrounding areas will be installed to enhance accessibility to the city center for residents outside the planned area.
Furthermore, this will shorten the bridge length over the Mihocheon River from 832m to 610m, reducing the ecological wetland damage area caused by road construction by 42%.

The Administrative City Construction Agency plans to proceed smoothly with the necessary procedures for constructing the outer ring road until construction begins in 2022 and aims to open all sections of the outer ring road by 2025.
