[Asia Economy Reporter Jongil Park] Guro-gu (Mayor Lee Seong) is identifying and supporting welfare blind spots during the winter season.
Guro-gu announced, "To help residents who are having an especially difficult winter due to the prolonged COVID-19 pandemic, we will conduct a survey to identify families in crisis until February of the new year."
Guro-gu is conducting a full survey of vulnerable households in 268 temporary housing facilities such as lodging businesses, goshiwon (small room rental facilities), and jjimjilbang (Korean sauna). First, through telephone consultations, they assess the living conditions of the subjects, and if necessary, conduct in-depth counseling by visiting each household directly.
They are also conducting surveys on households expected to be in crisis according to the Social Welfare Integrated System and those paying small amounts of National Health Insurance premiums. Using social indicators such as overdue utility bills and social insurance premiums, power or water cutoffs, and business suspensions or closures, they aim to identify potential families in crisis.
For families in crisis identified through the survey, customized support measures are provided ranging from public assistance to linking with private resources. Emergency care services are also supported in cooperation with the Care SOS Center.
Guro-gu plans to mobilize all available personnel, including welfare planners, care managers, and neighborhood officers, to make every effort to eliminate welfare blind spots.

A Guro-gu official stated, "Winter is a season when low-income residents desperately need a helping hand," adding, "We will do our best to ensure that everyone can spend a safe and warm winter without any resident suffering alone."
