[Profile] Shin Hyun-soo, New Senior Secretary for Civil Affairs at the Blue House... First 'Prosecutor-Origin'
[Asia Economy Reporter Son Sun-hee] Shin Hyun-soo, a lawyer at Kim & Chang Law Office (62), has been appointed as the new Senior Secretary for Civil Affairs at the Blue House Presidential Secretariat. He is the fourth Senior Secretary for Civil Affairs since the launch of the Moon Jae-in administration and the first to come from a prosecutorial background.
Shin, the new Senior Secretary for Civil Affairs, graduated from Yeouido High School in Seoul and Seoul National University Law School. He passed the 26th Judicial Examination and joined the prosecution, serving as Chief Prosecutor at Jeju District Prosecutors' Office and Director of the Information and Communications Division at the Supreme Prosecutors' Office.
During the Roh Moo-hyun administration, he worked as the Secretary for Inspection at the Presidential Secretariat, where he established a connection with then Senior Secretary for Civil Affairs Moon Jae-in. He also served as a legal mentor for Moon Jae-in's presidential campaign in both the 2012 and 2017 elections.
Upon the start of the government, he was appointed Director of Planning and Coordination at the National Intelligence Service and served until his retirement in August 2018, after which he worked as a lawyer at Kim & Chang Law Office.
Shin is the fourth person appointed to the position following former Senior Secretaries Cho Kuk, Kim Jo-won, and Kim Jong-ho. His appointment breaks the previous trend of selecting only non-prosecutorial figures. Former Senior Secretary Kim Jong-ho resigned just four months after taking office, taking responsibility for the turmoil during the prosecution reform process, and Shin's appointment is a follow-up personnel change.
