Guro-gu Wins Presidential Award in Pilot Evaluation of Dream Start Project Operation
Ministry of Health and Welfare Evaluates 2019 Projects of 40 Selected Institutions Nationwide; Guro-gu Scores 90.39 Points... High Scores for Customized Integrated Case Management and Community Cooperation... Wins Top Prize in Supervision Category at Excellent Case Management Contest and Case Manager Award from Minister of Health and Welfare
[Asia Economy Reporter Jong-il Park] Guro-gu (Mayor Lee Seong) received the ‘Presidential Award’ in the pilot evaluation of the Dream Start project operation hosted by the Ministry of Health and Welfare.
On the 30th, Guro-gu announced, “Among the 40 Dream Start institutions selected by region type from nationwide city and provincial recommended institutions, we received the Presidential Award in the pilot evaluation of project operation.”
Guro-gu Dream Start scored an average of 90.39 points in this evaluation (overall average 75.51 points, metropolitan autonomous district average 83.70 points).
The ‘Dream Start Project Operation Pilot Evaluation’ was established by the Ministry of Health and Welfare to improve the quality of case management through the improvement of the project operation evaluation system and indicators, and to strengthen the verification of project effectiveness.
According to the ‘Child Welfare Act Enforcement Decree,’ the Ministry of Health and Welfare classified 40 Dream Start institutions recommended by nationwide city and provincial institutions into four regional types: metropolitan autonomous districts (12, including Guro-gu), metropolitan basic local governments (3), small and medium-sized cities (11), and farming and fishing villages (14). They evaluated the overall operation through document (documents, Happy e-um) and field (interviews, etc.) inspections.
They used 25 indicators across 9 areas, and the evaluation period was from January to the end of December 2019.
As a result of the evaluation, Guro-gu Dream Start received consistently good scores in all categories. In particular, it received high evaluations in integrated case management, community cooperation, and satisfaction areas.
Key excellent points included customized integrated service support for each target child, specific and in-depth case progress through integrated case meetings of child protection agencies, appropriate use of information and resource support from the child welfare agency council, and close linkage with related organizations in the local community.
In addition, Guro-gu also won the grand prize in the supervision category of the excellent case competition. The district expressed the process of deriving support measures through a supervision role play titled ‘Please Lower a Strong Lifeline to Siblings.’
Kim Ji-won (50), an integrated child case manager affiliated with the district office, also received the Minister of Health and Welfare Award. She was recognized for her efforts in establishing and developing Dream Start, including integrated case management for vulnerable children and discovering and linking local resources.
The Dream Start project report meeting, which included the awards ceremony and excellent case competition, was held online (YouTube) on the 28th.

A Guro-gu official said, “Since the establishment of the Dream Start team in 2013, efforts to help the healthy growth and development of vulnerable children have led to this award,” and added, “We will continue to do our best to make Guro a happy place for children through multifaceted support.”
