Choo Mi-ae Breaks Silence: "That Day Must Come"... Emphasizes Need for Prosecutorial Reform
Indirect Expression of Regret Interpreted in Court Decision on Yoon Seok-yeol's Disciplinary Action
[Asia Economy Reporter Seongpil Cho] On the late afternoon of the 27th, Choo Mi-ae, Minister of Justice, who had remained silent after the dismissal of disciplinary action against Prosecutor General Yoon Seok-yeol, posted a brief message on Facebook. This was Choo's first statement since the Seoul Administrative Court suspended the effect of the '2-month suspension' order against Prosecutor General Yoon on the 24th.
At around 11 p.m. that day, Minister Choo wrote on her Facebook, "Even though I knew that day would not come easily, I also deeply realized that the day must come." This has been interpreted as an indirect expression of regret over the court's decision and an emphasis on the necessity of prosecutorial reform. Previously, Minister Choo's orders for suspension of duty and disciplinary action against Prosecutor General Yoon were both twice denied legitimacy by the court.
On the 16th, Minister Choo tendered her resignation while recommending disciplinary action against Prosecutor General Yoon to President Moon Jae-in. At that time, she said on Facebook, "Even if shattered into pieces, it was a dream toward a fair and just world." Since then, Minister Choo remained silent for over ten days until posting the message the day before. She has usually expressed her subjective views on Facebook rather than official positions from the Ministry of Justice.

As of 9 a.m. on the 28th, Minister Choo's resignation has not yet been accepted. Since she tendered her resignation, the legal community has speculated that her resignation would not be accepted until the prosecutorial personnel reshuffle in January next year. However, with the recent dismissal of disciplinary action against Prosecutor General Yoon, the prevailing view is that Minister Choo may retire early.
