Jongno-gu Receives Minister of the Interior and Safety Award for Excellence in Local Finance Cases
Outstanding Financial Cases Submitted by Local Governments Nationwide Selected and Shared Across the Country to Promote Best Practices in Expenditure Reduction, Revenue Increase, and Other Financial Areas, with 35 Cases Chosen from a Total of 255
[Asia Economy Reporter Park Jong-il] Jongno-gu (Mayor Kim Young-jong) achieved the great feat of winning the Minister’s Award in the revenue increase category at the ‘2020 Local Finance Best Practice Presentation Contest’ hosted by the Ministry of the Interior and Safety.
As a result, the district secured a financial incentive of 100 million won.
The presentation contest held on the 17th was organized to discover, share, and spread outstanding financial cases based on ideas obtained from local governments nationwide.
Considering the COVID-19 situation, presentations were conducted via video in a non-face-to-face manner to prevent infection and comply with social distancing.
The judging committee pre-screened a total of 255 cases (in categories such as expenditure reduction, revenue increase, and other financial fields) that had undergone internal review by local governments, selecting 35 cases as outstanding examples.
Jongno-gu participated in the revenue increase category with the theme “Innovative Collection through Persuasion of Senior Creditors, Not Delinquent Taxpayers, for Chronic Uncollectible Delinquent Taxes,” and was highly recognized for its active efforts, including continuous analysis and persuasion of chronic delinquent taxpayers and strict delinquency measures.
The district has formed and operated a special management task force focused on chronic and habitual delinquent taxpayers, led by the head of the Taxation Division 2. Despite complex situations lasting over 10 years, such as bankruptcy and business closure, they never gave up on collection and succeeded in collecting delinquent amounts from senior creditors rather than the delinquent taxpayers themselves.
