According to the city and the Agency on the 25th, with the completion of the second phase of the Administrative City Construction this year, from January 1st next year, Sejong Living Zones 1 to 3 will be removed from the designated construction area of the Happy City.
The designated area is a region designated and announced by the Minister of Land, Infrastructure and Transport for the relocation of central administrative agencies and urban development, and until now, the Agency has been solely responsible for administrative affairs in the designated area.
However, with the removal of the designated area, starting next year, 13 types of tasks including urban planning and urban management will be transferred from the Agency to the city.
The areas where the city will take charge of urban planning and related affairs include 11 neighborhoods in Living Zones 1 to 3: Goun, Jongchon, Areum, Dodam, Eojin, Hansol, Saerom, Dajeong, Daepyeong, Boram, and Sodam-dong.
The city and the Agency plan to sequentially remove the remaining living zones from the designated area by 2030, the target completion year for Happy City.
Meanwhile, the two organizations formed a dedicated team with dispatched personnel in February to review potential issues arising from the transfer of affairs and to revise related laws and regulations.
Additionally, even after the removal of the designated area, the city planning ordinance has been amended to ensure that restrictions on activities such as building limitations, building coverage ratio, and floor area ratio continue to apply equally.

Along with this, when urban planning changes are necessary, the city and the Agency will consult with each other in advance, and among the areas being removed, locations of major national facilities can be designated as special management zones through a revision of the Happy City Act, which is currently being pursued.
