Gurye-gun Secures 53.7 Billion Won for Urban Regeneration New Deal Project
Urban Regeneration Initiatives Near Gurye 5-Day Market Damaged by Floods
Preliminary Urban Regeneration Project Selected in 2021, Securing 400 Million KRW
[Gurye=Asia Economy Honam Reporting Headquarters Reporter Yuk Miseok] On the 23rd, Gurye-gun, Jeollanam-do announced that it was finally selected for the second half of 2020 Urban Regeneration New Deal Project in the form of a central business district type (general project manager) and secured a project budget of 53.7 billion KRW.
The Gurye-eup Urban Regeneration New Deal Project is planned to be promoted mainly around the Gurye 5-day Market area, which suffered flood damage.
The project includes the establishment of the Samdae Sammi platform, construction of LH Happy Housing, creation of the Gurye Eoullim Center, development of a multipurpose themed plaza at the 5-day Market, strengthening community capabilities, and improving living convenience, running from 2021 to 2025.
The Samdae Sammi platform will be built near the Gurye Bus Terminal as a key attraction facility by Korea Land and Housing Corporation (LH), which participates as the general project manager. It will house a complex specialized shopping mall and an experiential tourism hub center, serving as a facility for fostering local specialized industries and a startup base. Nearby, 104 units of LH Happy Housing will be constructed.
The general project manager system is a system where local governments designate public institutions as general project managers to efficiently promote urban regeneration projects by delegating or entrusting certain tasks within a defined scope. For this public contest, Gurye-gun signed a business agreement with the Gwangju Jeonnam Headquarters of Korea Land and Housing Corporation (LH).
The Gurye Eoullim Center will be installed near the 5-day Market as a hub facility for local resident activities.
It will house an integrated urban regeneration support center and serve as an exchange and support hub facility to strengthen the capabilities of residents and merchants. A local free market, shared kitchen, and multicultural center will also be established. Through these hub facilities, a specialized joint brand unique to the 5-day Market will be developed, and programs to revitalize the local commercial district will be promoted.
The multipurpose themed plaza of the 5-day Market is also planned to be installed nearby. It is expected to be used as a complex cultural hub for performances, festivals, tourism, and relaxation.
Additionally, an electric vehicle charging system and public Wi-Fi will be installed near the 5-day Market, and support will be provided for repairing old houses damaged by flooding from the Seomjin River overflow. To strengthen community capabilities, urban regeneration governance will be established, and capacity-building programs will be implemented.
The 5-day Market facilities will be modernized, and the overhead wires on nearby streets will be buried underground.
The Salileo Village Management Social Cooperative, Return-to-Farming and Return-to-Village Association, Tosaeroi Project Group, and the Gurye Branch of the Korea Timber Structure Technicians Association (repair support group) will form an urban regeneration resident support group to ensure efficient promotion and sustainability of the urban regeneration project through organic cooperation.
Furthermore, on the same day, the 2021 Urban Regeneration Preliminary Project ‘Gurye It, Great Salileo!’ was also finally selected, securing a project budget of 400 million KRW to be implemented over one year.
The urban regeneration preliminary project is a small-scale point regeneration project where resident communities plan and promote projects to solve local problems on their own and generate village income. It was reorganized this year as a preceding project to the Urban Regeneration New Deal Project.
‘Gurye It, Great Salileo’ aims to create a local hub shared space using the wildflower garden site from the Gurye-eup rural center revitalization project and develop and sell local products using local foods such as Sansuyu and domestic wheat to generate village income.
In addition, to secure resident participation, resident capacity-building projects such as training village guides will also be promoted.
The project name of the Gurye-eup Urban Regeneration New Deal Project is ‘Garden City Regeneration Gurye Living with Samdae Sammi (三大三美).’
Gurye has been called the hometown of Samdae Sammi (三大三美) since ancient times, possessing the three greats (三大) of Jirisan Mountain, Seomjin River, and wide fields, and the three beauties (三美) of beautiful scenery, abundant harvest, and generous hospitality.
An official from the county said, “We named the project as above to breathe new life into the area severely declined due to the heavy rains last August and to establish a foundation for sustainable development while enjoying the natural beauty and abundance.”
