On this day, the Administrative Division 12 of the Seoul Administrative Court (Presiding Judge Hong Soon-wook) started the hearing at 2 p.m. and finished around 4:16 p.m.
However, the court decided to hold another hearing session at 3 p.m. on the 24th.
There was no obligation for the parties to appear at the hearing, so neither Prosecutor General Yoon, the applicant for the injunction, nor Minister of Justice Choo Mi-ae, the respondent, appeared in court.
Prosecutor General Yoon’s side was represented by attorneys Lee Wan-gyu and Lee Seok-woong, while Minister Choo’s side was represented by attorney Lee Ok-hyung, and the hearing was conducted privately.
After the hearing, attorney Lee Wan-gyu told reporters, "I explained that there is fundamental damage to the political neutrality and independence of the prosecution and a serious infringement on the rule of law in this country, so we cannot leave this infringement of the rule of law unattended even for a moment. Therefore, I emphasized the urgent need to promptly suspend the current state through an injunction to restore it."
He added, "In any case, this case is not only a personal issue of Prosecutor General Yoon Seok-yeol but also a fundamental issue connected to the entire national system, namely the political neutrality of the prosecution and the rule of law."

Regarding the continuation of the hearing session, attorney Lee Wan-gyu responded to reporters’ question, "Is it because there are many conflicting points due to differing claims?" by saying, "The presiding judge decided not to end the hearing and to hold another session, so we agreed to open another hearing at 3 p.m. on the 24th. The court also felt that further examination was necessary, so both sides will prepare and have another hearing."
