Gwanak-gu Establishes Four-Year Basic Human Rights Plan to Guarantee and Promote Residents' Rights
Vision of 'Gwanak as a Human Rights City Where Everyone Is Respected Without Discrimination' Presented Through Basic Human Rights Plan... Implementation of 4 Major Policy Goals Including Protection and Promotion of Socially Vulnerable Groups' Rights, Creation of Human Rights-Friendly Urban Environment, Cultivation of Human Rights Respect Culture, Human Rights Systems, and Resident Participation with 13 Key Tasks and 56 Detailed Initiatives
[Asia Economy Reporter Jong-il Park] Gwanak-gu (Mayor Park Jun-hee) has established a four-year basic human rights plan to guarantee and promote the human rights of its residents.
The district stated that as social interest in human rights increases and the importance of local governments' roles in guaranteeing and promoting human rights emerges, it has set the basic human rights plan with the goal of "Gwanak, a human rights city where everyone is respected without discrimination."
First, from August 10 to 24, a survey on human rights awareness and conditions in Gwanak-gu was conducted targeting residents and employees, collecting opinions from a total of 851 people. The results showed that the majority of residents (85.8%) and employees (90.4%) perceive that the human rights of residents are respected in Gwanak-gu.
In particular, residents responded that the top areas to focus on for guaranteeing and promoting human rights were: 1st, the right to protection from safety risks (crime, violence, accidents, disasters, etc.) at 29.1%, and 2nd, the right to receive welfare services (care, nursing protection, activity support, etc.) at 19.2%, which were reflected in the basic human rights plan.
Additionally, the Gwanak-gu Human Rights Committee held a subcommittee meeting to preliminarily review the vision, policy goals, and tasks of the basic human rights plan and gathered opinions from committee members. On November 26, the regular meeting of the Gwanak-gu Human Rights Committee was held to deliberate and approve the draft of the basic human rights plan.
The Gwanak-gu basic human rights plan consists of four major policy goals: ▲ Guaranteeing and promoting the human rights of socially vulnerable groups ▲ Creating a human rights-friendly urban environment ▲ Fostering a culture of human rights respect ▲ Human rights systems and resident participation, along with 13 key tasks and 56 implementation tasks.
Based on the basic human rights plan, the district will promote measures to guarantee and promote the human rights of socially vulnerable groups, including ▲ support for informatization and mobility convenience for the disabled ▲ protection and promotion of human rights for out-of-school youth ▲ proactive identification and linkage of crisis households in welfare blind spots.
Furthermore, the district plans to foster a culture of human rights respect and raise human rights awareness through creating a human rights-friendly urban environment and activating human rights education, including ▲ creating safe villages for single-woman households ▲ smart safety lighting projects ▲ creating an environment favorable for childbirth and child-rearing ▲ life-respecting suicide prevention projects.
