Yangcheon-gu Eases Illegal Parking Enforcement in Small Business-Dense Areas Including Markets
Reduced Enforcement Burden with Relaxed Parking Fine Standards in Small Business Areas, Expecting Local Economy Recovery from COVID-19... Implemented for 3 Months from December 14, 2020 to February 28, 2021
[Asia Economy Reporter Park Jong-il] Yangcheon-gu (Mayor Kim Soo-young) will ease the illegal parking fine enforcement standards for about three months from the 14th of this month to February 28th next year to promote the recovery of the local economy and revitalize commercial districts, which have been stagnated due to the spread of COVID-19.
Recently, with the social distancing level raised to 2.5, the number of residents purchasing food for takeout at restaurants and cafes is gradually increasing. However, in areas densely populated with small business owners and around traditional markets, the lack of parking spaces means that waiting times to pick up food can lead to concerns about illegal parking enforcement.
This measure aims to recover the stagnant local economy by relaxing the standards for imposing parking fines via fixed and mobile CCTV from the existing 5 to 7 minutes to 20 minutes.
Along with CCTV enforcement, on-site enforcement by parking control officers will also be flexibly operated in areas densely populated with small business owners and residential neighborhoods to increase the rate of guidance rather than penalties. However, areas that are not densely populated with small business owners or residential neighborhoods, or cases that significantly affect traffic flow, citizen reporting systems, and absolute no-parking zones (sidewalks, crosswalks, intersection corners, bus stops, fire hydrants, and children protection zones) are excluded from the enforcement relaxation.

Kim Soo-young, Mayor of Yangcheon-gu, stated, “We hope that temporarily easing illegal parking enforcement will help revitalize the stagnant local economy to some extent. This measure will be reviewed based on the future trend of COVID-19 spread and may be terminated early or extended.”
