This white paper publication was initiated to record all procedures from the onset of COVID-19, including testing, epidemiological investigations, and quarantine measures, to be used as a crisis response manual. It also reviews response issues and improvement measures to serve as a disaster response textbook for future similar infectious disease outbreaks.
The COVID-19 white paper is planned to be published around March 2021 and thoroughly organizes and analyzes the response details by date, field, and institution from the outbreak to the end of the situation.
Additionally, it will systematically describe prevention, response, and recovery measures related to COVID-19, including the status of confirmed cases in Dobong-gu, operation of screening clinics and epidemiological investigation teams, self-quarantine team operations, mask distribution and other quarantine measures, support for vulnerable groups, and economic support for self-employed and other at-risk groups.
In particular, it will focus on thoroughly documenting the prevention of secondary infection spread in the community through strict quarantine based on public-private cooperation, centered on cluster infection incidents such as those at Seongsim Daycare Center, Yemaru Daycare Center, and Dana Hospital.
Furthermore, the white paper will objectively record both excellent and insufficient aspects encountered during this process, widely disseminate the excellent points, suggest improvement directions for the shortcomings, and propose these to higher authorities.
To prevent the worsening spread of COVID-19 in the community, Dobong-gu is deploying the 'K-Quarantine Vehicle' for disinfection of multi-use facilities within the district and conducting public-private cooperative quarantine activities with the Autonomous Disaster Prevention Corps, Dong Special Quarantine Team, and Saemaul Autonomous Quarantine Corps.
Moreover, Dobong-gu Office is leading efforts by holding quarantine councils involving local related agencies such as the police station, fire station, and education office, mobilizing social capabilities to the fullest to achieve early termination of COVID-19.

Mayor Dong-jin Lee of Dobong-gu said, "While describing the overall matters in response to the COVID-19 pandemic, we evaluated what was done well and what was lacking. Especially, we summarized issues and improvements such as hospital bed preparation during mass confirmed cases, responses to group self-quarantine occurrences, and the rate of cases turning positive after initially testing negative upon retesting. I hope this COVID-19 response white paper will serve as a good guideline for future infectious disease prevention."
