Delivery Workers, Substitute Drivers, and Insurance Planners to Join Employment Insurance... 'Special Employment 3 Act' Passed
[Asia Economy Reporter Oh Hyung-gil] Delivery drivers, designated drivers, and insurance planners will also be mandatorily enrolled in employment insurance.
On the 9th, the National Assembly held a plenary session and passed the so-called 'Special Employment Workers 3 Acts' (amendments to the Employment Insurance Act, Industrial Accident Compensation Insurance Act, and Collection Act) to apply employment insurance to 14 types of special employment workers (SEWs), including these professions.
The 14 SEW occupations subject to this include insurance planners, golf course caddies, private tutors, ready-mix concrete drivers, delivery drivers, quick service drivers, loan solicitors, credit card membership solicitors, designated drivers, construction machinery operators, door-to-door salespersons, rental product inspection personnel, visiting instructors, home appliance installation technicians, and freight truck owners.
The amendment to the Employment Insurance Act aims to include 'labor providers' such as SEWs, who have been exposed to economic risks due to the spread of COVID-19, as subjects for mandatory employment insurance coverage. It includes measures to support amounts equivalent to unemployment benefits and maternity leave benefits.

The amendment to the Industrial Accident Compensation Insurance Act limits the exclusion criteria for SEWs from insurance coverage in principle to cases such as leave due to childbirth or work-related injuries. The Collection Act amendment is a follow-up measure to the previous amendments.
