"No Agreed Agenda, Meeting Adjourned"... Democratic Party Says "Kim Do-eup MP Did the Same Last Year"
[Asia Economy Reporter Park Cheol-eung] "Today, the Democratic Party requested to convene the meeting, but since there were no agreed agendas such as the schedule agreed upon between the floor leaders, we will conclude the meeting here. I declare the adjournment."
This was said by then Acting Chairman Kim Do-eup at the Legislation and Judiciary Committee meeting held on August 30 last year. The Democratic Party of Korea explained that the Legislation and Judiciary Committee meeting held on the 25th, called by the People Power Party to hear an explanation from Prosecutor General Yoon Seok-yeol, had to be immediately adjourned for this reason.
Baek Hye-ryun, the ruling party floor leader of the Legislation and Judiciary Committee, stated in a position paper that "Article 52, Clause 3 of the National Assembly Act stipulates that when at least one-quarter of the total members request, the committee shall 'convene,' but there is no provision regarding the 'date and time of the meeting' or the 'agenda.' The meeting schedule and date are to be determined by the chairman in consultation with the floor leaders according to Article 49 of the National Assembly Act," she emphasized.
She continued, "Since there was no agreement between the floor leaders on the meeting agenda and the chairman did not set it, no agenda was submitted for discussion, so the meeting was adjourned. Looking at past cases where the committee convened upon the request of at least one-quarter of the total members, the committee did not proceed because the agenda was not set, and adjournment was declared," she pointed out.
In the case of August 30 last year, it was reported that the full committee meeting requested by eight members including Song Ki-heon regarding the hearing for the Minister of Justice was adjourned just one minute after convening.
