Appointment of Lee Hyun-ho, Director of New Technology Services Bureau, as New Deputy Administrator of Public Procurement Service
[Asia Economy (Daejeon) Reporter Jeong Il-woong] The government promoted Lee Hyun-ho (李炫昊, 57, photo), Director of the New Technology Service Bureau, to the new Deputy Administrator of the Public Procurement Service (PPS) as of the 20th.
According to the PPS, the new Deputy Administrator Lee entered public service in 1989 through the Grade 7 open competitive exam and has developed expertise in procurement policies over more than 30 years at the PPS, mastering key procurement tasks such as facility construction, purchase contracts, raw material stockpiling, and electronic procurement.
In particular, while serving as Director of the New Technology Service Bureau, he achieved the full digitization of negotiation contracts, which had previously been conducted manually, by converting all negotiation contracts and design competitions online in preparation for the spread of the novel coronavirus infection (COVID-19).
Additionally, during his tenure as Director of the Facility Project Bureau, he contributed to strengthening competitiveness in the construction sector by improving diagnostic criteria for bid-rigging signs in large-scale construction projects to enhance fairness in facility construction.
Within the PPS, there is a welcoming atmosphere regarding Lee’s appointment as Deputy Administrator. This is significant because he is the first Deputy Administrator appointed from the Grade 7 open competitive exam rather than the administrative examination. It is reported that this is the first time in 15 years since 2005 that a Deputy Administrator has been appointed from outside the administrative exam track.

Lee, the new Deputy Administrator, expressed his aspirations, saying, “The PPS will focus organizational capabilities on increasing added value in procurement tasks, such as innovation-oriented public procurement and digital procurement policies supporting the Korean-style New Deal. Personally, as the new Deputy Administrator, I will strive to strengthen internal communication with employees and create a work environment where employees can smile while working.”
