Jeonnam Province Launches Full-Scale Development of Sinan Offshore Wind Power Complex
'Shinan 8.2GW Phase 1 Offshore Wind Power Council' Held
[Muan=Asia Economy Honam Reporting Headquarters, Reporter Yoon Jamin] Jeonnam Province is set to fully launch the construction of the Sinan offshore wind power complex.
On the 17th, Jeonnam Province announced that it held the ‘Sinan 8.2GW Phase 1 Offshore Wind Power Council’ to officially kick off the development of the Sinan offshore wind power complex.
Governor Kim Young-rok of Jeonnam, Mayor Kim Jong-sik of Mokpo, Sinan County Governor Park Woo-ryang, along with 12 representatives from KEPCO and various power generation companies attended the meeting.
They discussed mutual cooperation measures to successfully advance the Sinan offshore wind power project.
In particular, to create Jeonnam-style win-win jobs through the establishment of an offshore wind power industrial ecosystem, they pledged to mutually cooperate in attracting offshore wind power equipment companies to the province and actively support the purchase of products manufactured by local offshore wind power parts and equipment companies.
Furthermore, they committed to jointly work on plans for sharing benefits with residents, preparing government policies, and proposing institutional improvements to ensure the stable establishment of the offshore wind power project in the future.
This council meeting marked the first gathering since its launch in February where local governments, KEPCO, and power company presidents came together, confirming their shared goal and determination for the success of the Sinan 8.2GW Phase 1 offshore wind power project.
Officials explained that it is highly significant as it set a model precedent for strengthening autonomous cooperation between local governments and power companies.
Governor Kim Young-rok of Jeonnam said, “Today’s council meeting laid the groundwork for the project to take a step forward. Going forward, we will accelerate the project through close mutual cooperation and exchange among all stakeholders including the government, local governments, power companies, and manufacturers.”
He added, “We will ensure the success of the Sinan offshore wind power complex, the world’s largest single complex, and establish a green hydrogen ecosystem to elevate Jeonnam as a global hub for the hydrogen industry.”
Meanwhile, the Sinan 8.2GW offshore wind power complex construction is being promoted as a core project of Jeonnam’s future development strategy ‘Blue Economy,’ specifically under the ‘Blue Energy’ project.
From this year until 2030, it plans to invest 48.5 trillion KRW to attract and nurture 450 companies and create approximately 120,000 jobs.

The province expects this project to serve as a catalyst for the energy transition policy, align with the government’s renewable energy 3020 implementation goals, and establish itself as a key model of the Jeonnam-style Green New Deal in the post-COVID-19 era.
